Overview
Summary

The Hialeah Police Department seeks to renew its subscription for PowerDMS, a comprehensive policy and training management platform designed to streamline compliance, training, and accreditation processes. This project aims to enhance operational efficiency by ensuring that officers have immediate access to up-to-date policies and training materials while maintaining compliance with law enforcement accreditation standards. The renewal includes PowerPolicy for policy distribution and acknowledgment tracking, PowerTraining for online training management, and Single Sign-On (SSO) for secure user authentication.

This is not a Request for Proposals, and no solicitation is available. The proposed contract action is for products or services for which the City intends to negotiate and award with only one contractor/vendor under the authority of and in accordance with Florida State Statute 287.057(5)(c). Any responses received as a result of this Notice of Intent shall be considered solely to determine whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes.

Background

Law enforcement agencies are required to maintain strict compliance with evolving policies, procedures, and accreditation standards. The Hialeah Police Department relies on PowerDMS to centralize policy management, reduce administrative burdens, and improve training accessibility. With automated workflows, version control, and integrated training modules, PowerDMS ensures that officers receive timely updates and complete necessary training without delays. The ability to electronically track policy acknowledgments and training completions helps the department meet legal and regulatory requirements while improving overall accountability.

As technology and policing standards continue to evolve, having a reliable, law enforcement-specific platform is critical to maintaining efficiency and compliance. The department has reviewed available solutions and confirmed that PowerDMS is the only product that meets its operational needs, as verified by NEOGOV’s sole source letter. Renewing this subscription will allow the department to continue leveraging the platform’s capabilities to enhance training, compliance, and overall effectiveness.
