COOPER LAKE SIPHON

Chugach Electric Association, Inc. (Chugach) is soliciting Proposals to provide design modifications to
the existing siphon system including operational improvements, power supply improvements, remote
instrumentation and operation improvements and access improvements.

Proposals are due, uploaded to Chugach's website under the Bid Opportunities link, RFP No. 26-20:
Cooper Lake Siphon - Submit Technical Proposal button, no later than 4:00 PM Alaska Time,
Wednesday, September 16, 2026.
A Pre-bid on-site meeting is mandatory, unless alternative arrangements are made in advance. The
pre-bid on-site meeting is scheduled for 9:00 AM Alaska Time, Wednesday, August 19, 2026,
at Cooper Lake Dam, but contractors and Chugach participants will gather at a TBD spot to carpool
to the dam site. Please confirm attendance to contracts@chugachelectric.com no later than
Wednesday, August 12, 2026.
Questions related to this RFP are due no later than 4:00 PM Alaska Time, Tuesday, September 1,
2026. Proposers may submit questions via email to contracts@chugachelectric.com. Responses to
questions will be provided by 4:00 PM Alaska Time, Tuesday, September 8, 2026.
Proposers shall specify in their response to this RFP in writing whether exceptions are taken to any of
the terms and conditions of the attached Sample Construction Agreement.
Chugach reserves the right, in its sole and complete discretion, to define and/or waive irregularities, to
accept or reject any or all Proposals, in whole or part, and to reissue, withdraw or cancel the RFP in its
entirety for any reason, without incurring any liability of any type or nature to any Proposer, including
but not limited to any costs associated with Proposal preparation and submittal.
