Detailed Specifications
1.0 SCOPE AND CLASSIFICATION
Background: The City of Columbus Recreation and Parks and the Golf Division has over
sixty-five (65) parks, six (6) golf courses and holds at least two (2) festivals/events
throughout the year in need of portable toilet equipment and service. The City's Recreation
and Parks Department may require a minimum of seventy-five (185) portable toilets units,
to include Handicap or Handicap ADA compliant units, and maintenance services per year.
The Special Events Division has multiple yearly events and estimates a combination of
eighty (80) units to be delivered, picked-up, and serviced. Other City agencies may request
three (3) day, or weekly and service for their short term projects that may be required
throughout the year.
1.1 Scope: This proposal is to provide the City of Columbus with a Universal Term
Contract (blanket type) for the rental and maintenance of portable toilets, hand washing
stations and grey water holding tanks. The proposed contract will begin January 1, 2027
and continue through December 31, 2030.
1.2 Classification: The successful bidder will provide and deliver daily, weekly, and three-
day rental fees for standard single units, handicap accessible single units, multi-stall mobile
units, extra unit cleaning services, hand washing stations, grey water holding tanks, and
flushable units. The lengths of rentals and quantities will vary with most units used for the
outdoor sports seasons and less units used for special events, festivals, and short-term
projects and a few year-long placements. The Contractor(s) shall furnish all services, labor,
materials, equipment, insurance and supervision necessary to provide the services set forth
in this bid. Bidders are required to show experience in providing this type of material
and/or services as detailed in these specifications.
1.2.1 Bidder Experience: The offeror must submit an outline of its experience and
work history portable for toilets, hand washing stations and grey water holding
tanks and/or warranty service for the past five years.
1.2.2 Bidder References: The offeror shall have documented proven successful
contracts from at least four customers that the offeror supports that are similar in
scope, complexity, and cost to the requirements of this specification for portable
toilets, hand washing stations and grey water holding tanks.
1.2.3 Recreation and Parks: 185 portable toilets with ongoing maintenance at sixty-five
(65)locations. The request may require any combination of the following types:
Single, Handicap, Handicap ADA, and Multi-Units.
1.2.4 Division of Golf: 14 portable toilets with ongoing maintenance at six (6) golf courses
throughout Franklin County.
1.2.5 Special Events and Short-Term Projects: estimates conducting one regional
festival, and 15-20 community programs, concerts and special events requiring a
minimum of 80 units. The combination of units generally consists of Single
Standard, handicap and Handicap ADA, Multi-Units Trailers, Handwashing Stations
and Grey Water Holding Tanks.

1.3 Specification Questions: Questions regarding this bid must be submitted on the
Vendor Services portal by 11:00 am Monday, August 31, 2026. Responses will be
posted on the RFQ on Vendor Services no later than Thursday, September 03, 2026 at
3:00 pm.
1.4 Licensed by State of Ohio: Contractor(s) shall be licensed by the State of Ohio to provide
and perform the specified services set forth herein. Contractor(s) shall include all copies of
required licenses with the bid, including all Federal, State and local licenses required for the
removal and disposal of waste, sewage or any other hazardous material.
1.5 Bidders shall provide pricing on daily, weekly, and three-day rental fees for the following
categories: Category 1 - Recreation and Parks (seasonal services), Category 2 -Golf
(seasonal services) and Category 3 -Special Events, Festivals, and Short-Term Projects.
1.6 Multiple Awards: The City reserves the right to award at least three (3) contracts to the
lowest, responsive, responsible and best bidders. Contracts will be awarded by
category: Recreation and Parks, Division of Golf, and Special Events, Festivals and Short-
Term Projects.
1.6.1 Bidders are to complete the proposal pages and checking the appropriate level of
service for which you are requesting consideration. The options of "all

3.0 REQUIREMENTS
3.1 General Information:
3.1.1 Term: The proposed contract shall be in effect from the date of execution up to

3.1.2.2 Price Documentation: The supplier shall submit the following
documentation with each request for a price increase:
1) Copies of the old and the current price lists or similar documents
which indicate the original base cost of the product to the supplier and the
corresponding increase; and
2) Copies of correspondence sent by the supplier's supplier explaining
the source of the increase in such areas of raw materials, freight, fuel or
labor, etc.; and
3) Copies of excerpts from business publications, market quotations or
trade journals recognized as being representative of their particular trade
or industry, that indicate a trend toward an increase in the current market
for the commodities under the awarded contract.
3.1.2.3 Right of Cancellation: If at any time during the term of the contract the
supplier's total request(s) for a price increase(s) are greater than fifteen
percent (15%), the City of Columbus may cancel this agreement with
thirty (30) days written notification.
3.1.3 Quantity Estimate: The City of Columbus of estimates spending approximately
$380,000 annually in accordance with this contract. This is an estimate of the
annual needs of the City under this contract and are for bidding purposes only.
This estimate is not to be construed as representing an actual order for that
amount, or a guarantee that any minimum amount will actually be purchased.
The City reserves the right to purchase up to twice the estimated quantity.

Detailed Specifications
3.1.4 Quality Standards: The City intends to purchase new, unused and the most
current model. The specifications describe a minimum acceptable requirement
which a bidder has to meet. However, the bidder is allowed to exceed a minimum
requirement where the excess enhances the function of the unit and which the
City can accept. It is not acceptable for a bidder to exceed a maximum desired
limit.
3.1.5 Length of Rental Period & Quantities Rented: The length(s) of the rental period(s) and
the quantities rented will vary, with the largest number of units being rented for the outdoor
sports seasons, and a lesser quantity of units being rented for golf courses, special events,
festivals, and short-term projects, as well as a few year-long placements.
3.2 Bidder Requirements: The City will use the requirements of this section to determine if
each bidder meets the minimum standards to be considered a responsible bidder.
Please print, complete and attach Reference pages and attach any supplemental
pages as may be necessary to meet these requirements. For instructions on how to
attach a document to your bid, refer to the Vendor Services User Guide.
3.2.1 Experience Required: Documentation shall include (at a minimum) information
meeting the following criteria.
3.2.1.1 Equipment and Services Capabilities: The bidder must submit an
outline of its experience and work history providing these types of
services for the past five (5) years that includes:
3.2.1.1.2 Capabilities: Documentation detailing the portable toilet service
bidder's workload and the availability of necessary personnel,
equipment (vacuum trucks) and facility to provide the services
specified in this invitation for bid.
3.2.2 References: The offeror shall have documented proven successful contracts
from at least four customers that the offeror supports that are similar in scope,
complexity, and cost to the requirements of this specification.
3.2.2.1 Contact Information Required: The reference contact information shall
include the customer name, customer e-mail address, street address,
telephone number, fax number, contact name and equipment purchase
date.
3.2.2.2 Equipment / Warranty Service Information: A description of the
equipment/parts provided and type of warranty service that was provided.
3.2.3 Subcontractor Information Required: If subcontractor(s) are to be used,
please list names, addresses, telephone numbers and a contact person for each
subcontractor. All subcontractors must have valid contract compliance
certification.
3.2.3.1 Subcontractor Contact: Should the offeror use subcontractors, the City
shall use the offeror as the primary contact point.

3.2.4 Specification Questions: Questions regarding this bid must be submitted on
the Vendor Services portal by 11:00 am Monday, August 31, 2026. Responses
and any necessary addenda will be posted as an amendment to this RFQ on the
City's Vendor Services portal will be posted on the RFQ on Vendor Services no
later than Thursday, September 03, 2026 at 3:00 pm.
The City strongly encourages bidders to submit exceptions and/or changes
during this stage of the process. Bidders submitting exceptions and/or changes
before this date will greatly reduce the likelihood of their bid being rejected as
non- responsive to the specifications. Bidders whom have not registered and
created a new user on the City's portal
https://columbusvendorservices.powerappsportals.com/ are strongly encouraged
to do so. Notice of any pre-bid notes and addenda will only be sent to Bidders
whom have registered at the site.
3.2.4.1 For further instructions on how to submit "Vendor Questions" through the
Vendor Portal, please see Section "Add Vendor Questions" provided in
the City of Columbus Vendor Services User Guide.
3.2.4.2 The City has instructional videos to assist bidders at the portal. Tutorial

3.3 Product Requirement Specifications: Each portable toilet restroom unit(s) shall be a
portable fiberglass/polyethylene chemical toilet with industry standard ventilation, natural
lighting, non-skid floor, and shall be stocked with toilet paper and spare paper holders.
Locking Capabilities: If requested unit(s) must come equipped with hasps for security
locks.
3.3.1 Single Units: Single units, as well as upgraded single units, are to include a
basic portable toilet restroom, as described above in Section 3.3 above.
3.3.1.1 Amenities: Each portable standard unit(s) is to provide the option for
hand-sanitizers dispensers.
3.3.2 Handicap and Handicap ADA Units: Handicap units must be identified as
handicap accessible. Handicapped units must have a proper ramp that
permits user easy access to the unit.
3.3.2.1 Amenities: Each handicap and handicap ADA toilet unit(s) is to
provide the option for the following amenities: baby changing stations,
hand-sanitizers dispensers, and hand washing sinks (foot activated is
acceptable).
3.3.2.2 Handicap ADA Compliant Units: ADA Handicap units must allow
wheelchair maneuverability within unit(s).
