1. BACKGROUND

The City of Raleigh Housing and Community Development Department
manages a portfolio of City-owned vacant lots. Many of these lots have been
offered in prior solicitations for affordable housing development but were
ultimately not awarded for various reasons.
Through this Request For Information (RFI), the City is seeking input from
potential developers on strategies to developing these sites for affordable
homeownership and/or rental housing, whether through fee-simple sale or a
long-term ground lease.
The information gathered through this RFI will inform a future Request for
Proposal (RFP) for affordable housing development, and these lots are
anticipated to be included in that solicitation based on feedback received.

2. GENERAL INFORMATION
2.1. Responses to an RFI are not offers and cannot be accepted to form a binding
contract.
2.2. All materials submitted to the City are subject to the public records laws of
the State of North Carolina and it is the responsibility of the respondent to
properly designate materials that may be protected from disclosure as trade
secrets under North Carolina law as such and in the form required by law. The
respondent understands and agrees that the City may take any and all actions
necessary to comply with federal, state, and local laws and/or judicial orders
and such actions will not constitute a breach of the terms of this RFI.
2.3. Respondents are solely responsible for expenses associated with responding
to the RFI. The City is under no obligation to the respondents regarding the
outcome of this RFI.
