FORSYTH COUNTY COOPERATIVE EXTENSION MOVE
Section I: GENERAL OVERVIEW, TERMS AND CONDITIONS
1. Purpose and Intent of the Request for Proposal (RFP)
Forsyth County (the “County”) is requesting proposals from qualified Moving Contractors to provide a
complete package for moving of the Forsyth County Cooperative Extension from their current location at
1450 Fairchild Rd, Winston-Salem, North Carolina 27105, to their new location at 7232 Forsyth Center
Dr, Tobaccoville, NC 27050
2. Services Requested
Moving of the Cooperative Extension Office will include relocation of mainly contents with some FF&E
items. Types of FF&E included in move (but not limited to this list), storage cabinets, coat racks, storage
shelving.
Items handled by others and excluded from this contract are:
Copiers
Personal items (staff have been directed to move their personal items if sentimental or fragile)
The Move Contractor shall provide boxes or totes and labels to staff to load individual files, reference
books and other items for the move. The Move Contractor will be responsible for moving these items to
the new location.
All supplies, materials, and equipment required in this proposal must be new and in first class condition.
Bids offered on inferior or “second line” equipment will not be accepted. Exception: reusable totes if
used are not required to be new, but must be in good serviceable condition.
The Move Contractor shall have SOLE responsibility for accuracy of all measurements and estimates of
material quantities and sizes of moving containers.
The Move Contractor shall furnish all labor, equipment including vehicles, materials, permits, fees, waste
disposal, clean-up and shall abide by all local, state and federal codes applicable to moving the Forsyth
County Cooperative Extension as specified during the pre-bid conference, and outlined in the Move List
(Attachment II) and Move Plans (Attachment III).
Existing shelving shall be dismantled or otherwise packaged, transported and reassembled in accordance
with move plans. Furniture will need to be cleaned before reassembly in its new location.

No furniture, boxed material, etc will be allowed to be left overnight in the mover’s truck.
Moving boxes may be returned to the Move Contractor for reuse or recycling at the owner’s leisure after
unboxing of materials. If reusable totes are used, allow for a minimum of 2 weeks post move for staff to
unpack and have totes readied for pickup. Any totes or boxes not picked up after 30 days of being notified
are ready for pickup shall be deemed surplus and disposed of by Forsyth County in accordance with
county policies.
Proposal should reflect that move services may take place during or outside Normal Business Hours.
Normal Business Hours are defined as Monday-Friday, 8:00 am 5:00 pm.

4. Mandatory Pre-Bid Conference and Site Visit
Conference and Site Visit is scheduled for Friday, April 24, 9:00am at 1450 Fairchild Rd, Winston-
Salem, NC 27105. All bidders are required to visit the job site prior to submitting bid to ascertain all
requirements of the job, measurements, materials needed, working conditions, etc. CONTACT: James
Anderson Jr at andersja@forsyth.cc for questions regarding the site visit. Site visit will include tour of the
move out location. New location is approximately 20-30 minutes from the existing location. Interested
bidders may tour the new location, 7232 Forsyth Center Dr, Tobaccoville, NC, 27050, Friday, April 24, at
1:30pm.
5. Questions and Clarification
Any and all questions or comments regarding this bid, the specifications, or scope of work, must be
submitted via email to andersja@forsyth.cc and copy imescp@forsyth.cc and simmonal@forsyth.cc. The
deadline for questions is 5:00 pm on April 29, 2026. Questions submitted after this time may not be
responded to.
Any questions and responses specific to the terms and conditions, process, procedures, language, specifications and
other parts of the RFP may be made public and may be shared with other Respondents in the form of an addendum
to the RFP. Questions and responses that contain proprietary information will be answered confidentially.
Questions and answers will be provided via e-mail. All addenda will be provided via e-mail. Therefore, no oral
statements by any person shall modify or otherwise affect the terms, conditions, or specifications stated in this RFP.

6. Special Provisions
A. Minimum Qualifications
Move contractor must have been in business for at least 5 years.
Move contractor must not have any current pending litigation without reasonable explanation.
Move contractors managing office must be located within 75 miles of Winston-Salem, NC.
Move contractor must disclose if labor force is subcontracted.
B. Reservations
The County reserves the right to accept or reject any or all Proposals as a result of this request,
to negotiate with all qualified sources, or to cancel, in part or in its entirety, this Request for
Proposal if found in the best interest of the County. All Proposals become the property of
Forsyth County.
C. Insurance Terms
During the term of contract, the contractor shall comply with all applicable provisions of laws,
codes, ordinances, rules, regulations, and tariffs:
1. The winning contractor shall maintain such insurance authorized to do business in North
Carolina as will protect the contractor from the types of claims set forth below which may
arise out of, or result from the contractor’s operations under the contract and for which the
contractor may be legally liable, whether such operations be by the contractor or by a Sub-
Contractor or by anyone directly or indirectly employed by any of them, or by anyone for
whose acts any of them may be liable:
a. Claims under workers’ compensation, disability benefit, and other similar
employee benefit acts which are applicable to the work to be performed;
b. Claims for damages because of bodily injury, occupational sickness or disease, or
death of the contractor’s employees;
c. Claims for damages because of bodily injury, sickness or disease, or death of
any person other than the contractor’s employees;
d. Claims for damaged insured by usual personal injury liability coverage;
e. Claims for damages, other than to the work itself, because of injure to or
destruction of tangible property, including loss of use resulting thereof;
f. Claims for damages because of bodily injury, death of a person or property
damage arising out of ownership, maintenance or use of a motor vehicle;
g. Claims for bodily injury or property damage arising out of completed operations
including liability coverage for installation work performed by you or your Sub-
Contractors. Forsyth County must pre-approve all Sub-Contractors.; and
h. Claims involving contractual liability insurance applicable to the Contractor’s
obligations under the provision entitled Indemnification Third Party Claims.

2. Coverage shall be written on an occurrence basis and shall be maintained without
interruption from the date of commencement of the work until date of final payment.
Coverage must include the following on a commercial basis:
a. Premises Operations,
b. Independent Contractor’s Protective,
c. Products and Completed Operations,
d. Personal and Advertising Injury,
e. Contractual, including specific provision for contractor’s obligations under the
provision entitled Indemnification Third Party Claims,
f. Broad Form Property Damage including Completed Operations, and
g. Owned, Non-owned, and Hired Motor Vehicles.
3. The insurance required by this paragraph shall be written for not less than the following
limits of liability or as required by law, whichever coverage is greater:

4. Required Documentation:
a. Prior to commencement of the work, contractor shall provide to the County of
Forsyth a signed, original certificate of liability insurance. The certificate shall
identify the types of insurance; state the limits of liability for each type of
coverage, include a provision for 30 day notice prior to cancellation, name Forsyth
County as a Certificate Holder, and list Forsyth County, its Officials, Officers,
and Employees as additional insured.
b. The County’s failure to demand either a certificate of insurance or written
endorsement required by this section is not a waiver of contractor’s obligations to
obtain the required insurance.

D. Safety of Persons and Protection of Property
Precaution shall be exercised at all times for the protection of persons, (including employees)
and property. Contractor shall protect against damage or interruption of service at all times by
the Contractor during the term of the Contract all furniture, floor covering and areas within
the work zone and areas outside of the work area. Existing structures, utilities, roads,
services, trees and shrubbery shall also be protected. The contractor shall assume all
responsibility to maintain all existing protection as required by the governing laws,
regulations, ordinances, and safety of personnel and visitors.
The Contractor assumes all risks of direct and indirect damage or injury to the property or
persons used or employed on or in connection with the work contracted for, and of all damage
or injury to any person or property wherever located, resulting from any action omission,
commission, or operation under the Contract, or in connection in any way whatsoever with the
contracted work. He shall make good in an approved manner at his own expense any such
loss, damage, or injury without cost to the owner. If the Contractor fails to make satisfactory
repairs the Owner will repair any damage by Contractor or his workmen and deduct cost from
the contract.
At the new facility, the awarded contractor shall provide floor protection, door protection, and
corner protection to protect the new finishes from damage. Any damages will be the
responsibility of the awarded contractor to pay Shelco LLC and/or their subcontractors to
repair.
E. Release
The Contractor assumes full responsibility for the work to be performed hereunder and hereby
releases, relinquishes, and discharges the County, its officers, agents, and employees from all
claims, demands, and causes of action of every kind and character, including the cost of
defense thereof, for any injury to or death of any person and any loss of or damage to any
property that is caused by, alleged to be caused by, arising out of, or in connection with the
Contractor's work to be performed hereunder. This release shall apply regardless of whether
said claims, demands, and causes of action are covered in whole or in part by insurance and
regardless of whether such injury, death, loss, or damage was caused in whole or in part by
the negligence of the County, any other party released hereunder, the Contractor, or any third
party.
7. Taxes, Fees, Code Compliance, Licensing
The moving contractor shall be responsible for payment of any required taxes or fees associated with the
contract. The contractor shall be responsible for compliance with all applicable codes and laws in
connection with performing the work contemplated under the contract.
A. Applicable North Carolina Sales and Use Taxes are NOT to be shown on bids, but are to be
added to invoices as a separate item.
