Articles 1 through 7 of the Code are incorporated by reference as if set forth verbatim in
the attached bid document, including the use of security and bonds, required and
forbidden contract terms, etc. As stated in the Code, by submitting a proposal, the vendor
agrees that the Code governs this procurement from solicitation through completion of
the resulting contract, including disputes, if any. ACCESS TO CODE. For 24/7 access
to the Orangeburg County Procurement Code which governs this procurement, please
visit https://www.orangeburgcounty.org/244/Procurement. In addition, a copy of the
Code is available for review without charge at the Office of the Procurement Director. If
neither of those options meets your needs, a hard copy of the Code is also available for
purchase at the Office of the Procurement Director. Failure to be familiar with the code
does not absolve the submittal entity from compliance with the code. And will disqualify
that entity if found in violation of the code.
METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed
Proposals, §5-301 of the Code.

SCOPE OF WORK & SERVICE LOCATION
SCOPE OF WORK FOR THE REMOVAL AND REPLACEMENT OF A ROOFTOP PAKAGED HEAT PUMP
FOR THE EDISTO DRIVE COMMUNITY CENTER

The successful bidder must have a minimum of 5 years’ experience in business installing commercial
HVAC systems.
There will be a mandatory Pre-Bid meeting for this project at the site of the proposed
installation.
Additional Bid Requirement
Contractor shall provide an itemized schedule of values with the proposal, outlining the cost for each category
as follows:

➢ Electrical
➢ Crane/Boom equipment
➢ Labor
➢ Disposal
1. Background
The existing system is a Carrier rooftop packaged heat pump that serves the media area. Existing unit
information: Carrier M#50PQ012-510-PA, S#N695924.
2. Objectives
The purpose of this contract is to remove the existing equipment and replace it with a comparable
system. It is the Contractor’s responsibility to verify equipment and the model/serial numbers listed
above.
3. Scope.
• The contractor shall transport and provide all labor, equipment and materials required to complete
the project.
• Disconnect all electrical, remove unit.
• Repair duct work as needed.
• Install adapter curb and secure new unit to curb per manufacturer’s requirements.

• Install condensate piping.
• Install heat strip kit to match existing system.
• Replace disconnect and or breaker if required.
• Complete all necessary control wiring and electrical connections.
• Install new thermostat cable if needed.
• Install new thermostat.
• Start up and commissioning of systems after installation.
• Return site to original condition.
• The contractor must coordinate all work with the facilities department.
4. Other Contractor responsibilities
• Protection of equipment during installation.
• Ceiling grid & tile protection where applicable.
• Carpet and flooring protection in work areas.
• Dumpster/Disposal services.
• Work Zone Safety Barricades.
• Equipment and materials staging and storage.
• Roof protection.
• Roof repairs as required.
• Coordination of access.
• Contractor to confirm model and serial numbers of existing equipment.
• The existing unit will remain the property of Orangeburg County.
5. Warranty
At the completion of the project, the contractor shall provide a written one-year warranty that covers
workmanship and equipment warranty repairs.
6. Acceptable Manufacturers
• DAIKIN
• Trane
• Carrier
7. Standards
• All work and equipment must meet ASHRAE, NEC and NFPA standards.
8. Code Compliance
• Contractor will have sole responsibility to notify all agencies in regarding the date of installation,
preliminary and final inspections by City and or County Building Inspectors. Contractor will be
responsible for all fees required by the agencies having this jurisdiction.
