NOTICE
REQUEST FOR PROPOSALS (RFP) 25-26-15
CITY OF VISALIA OPEN GROUND LAND LEASE
Proposals will be received by the City of Visalia Purchasing Division, 707 W. Acequia Avenue, Visalia, CA 93291
until Thursday, April 2, 2026, at 1:00 P.M. for an open ground land lease. The City of Visalia is soliciting proposals
from qualified and properly licensed agricultural operators to lease City-owned open ground for agricultural
purposes. The property is located just west of State Highway 99 and south of State Highway 198 in the
City of Visalia, near the Visalia Water Reclamation Facility and may be used for dry farming, subject to
applicable water availability and land use conditions. The selected lessee will be responsible for all aspects of
agricultural operations conducted on the premises, including compliance with all applicable laws and regulations,
adherence to lease terms, and maintaining the land in good and serviceable condition for the duration of the
lease.
On Monday, March 16, 2026, an informational, non-mandatory proposal meeting will be held at 10:00 a.m. at the
Visalia Reclamation Facility, 7579 Ave 288, Visalia, CA 93277. Interested proposers are encouraged to
participate. This is a time to ask questions about the RFP, land lease requirements, etc.

downloaded by registered users of BidNetDirect (instructions included with this notice).
The City hereby affirmatively ensures Minority Business Enterprises and Disadvantaged Business Enterprises
(DBE) will be afforded full opportunity to submit proposals in response to this notice. Individuals and/or entities
submitting bids/proposals to the City of Visalia will not be discriminated against on the

basis of race, religious creed, color, national origin, ancestry, physical or mental disability, medical condition,

The City of Visalia reserves the right to reject any or all bids.

BID NET REGISTRATION INFORMATION
The City of Visalia utilizes a regional bid notification system created exclusively for the Purchasing
Department within the area. This system allows the City of Visalia to post all information needed by vendors
regarding bids, quotes (informal), request for proposals, construction notices, addenda and awards.
By establishing one centralized bidding and registration system, vendors will now have a single point of
contact for business opportunities throughout our region. The system will save the City of Visalia (and our
vendors) time and money by reducing printing, postage and mailing costs. All vendors who wish to do
business with the City of Visalia are asked to register on this new system.

Registration options are the following:
Option #1 is paid registration. This option emails notification of all bids and addendums from all
participating agencies. This option also allows the vendor to view award information and any other
information that is posted. Monthly and yearly pricing options are available.
Option #2 is free registration. This allows the vendor to login and search (by agency) all bids, addenda,
award information, and any other information that is listed.
If you are already registered on this system, you do NOT have to register again.
