REQUEST FOR PROPOSALS (RFP)
CONSULTANT FOR ECONOMIC DEVELOPMENT MASTER PLAN

The City of Lawrence, Massachusetts, through its Office of Planning & Development, invites sealed proposals from qualified consultants or consulting firms to lead the development of a comprehensive Economic Development Master Plan . The plan will serve as a strategic roadmap to guide the City’s economic growth, investment strategies, business retention and attraction, workforce development, infrastructure needs, and equitable economic opportunities over the next 10–20 years.

Requests for Proposal Specifications will be available to download on Monday, August 11, 2025, at 9:00 a.m. at www.cityoflawrence.com/bids .

Sealed proposals are due by 10:00 AM on Thursday, August 28, 2025 , at:
