Go to the Carroll County Website http://www.carrollcountymd.gov/ click on Government, then click on Directory and click on Office of Procurement, on the left side click on Open Bids, under Current Bidding  Opportunities click on project (bid).  If already registered with Public Purchase/Carroll County Government enter username and password - download project.  If not registered with Public Purchase/Carroll County Government click on Register (on toolbar to the right) then follow the steps for free registration.
