DEMIL A Mixed Metals Scrap Term Contract

NASA Wallops Flight Facility – Wallops Island, VA 23337



NOTE: Amendment 1 has been issued for this solicitation. Please see the AMENDMENTS section at the end of this summary.



The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated DEMIL A Mixed Metals Scrap located at NASA Wallops Flight Facility, Wallops Island, Virginia.



This solicitation establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove scrap material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific operational, security, and safety requirements.

Location: NASA Wallops Flight Facility, 34200 Fulton Street, Wallops Island, VA 23337

Contract Type: Term Contract (3-year base with up to two 1-year options)

Estimated Volume: Approximately 185,000 pounds annually

Disposal Requirement: Material must be recycled for material content only

SUBMISSION INFORMATION



Submission Method: Email (sealed bid submission)

Bid Submission Deadline: June 2, 2026 – 5:00 PM Central Time

Bid Opening: June 4, 2026 – Time provided via email notification



KEY REQUIREMENTS (MANDATORY)



MANDATORY Pre-Bid Site Inspection Required (IFB Section 3.3)

Appendix B – Bid Sheet & SF 114

Appendix C – Removal Execution Plan



Pricing is based on a percentage of a published market index.



Certified weight tickets are required; contractor-owned scales are not permitted.



Performance Guarantee of $15,000 required post-award.



All amendments must be acknowledged.



Failure to meet these requirements may result in the bid being deemed non-responsive.



SITE ACCESS / SECURITY



NASA Wallops Flight Facility is a secured Federal installation.



Advance coordination is required for all site access.



Visitor registration and approval are required prior to arrival.



Access is restricted to U.S. citizens with valid identification.



REAL ID requirements may apply.



All inspection scheduling must be coordinated with the Government.
