2.1        Introduction
AFSC is initiating a competitive procurement process to identify a qualified vendor capable of supporting a multi-phase Sustainable Building Modernization initiative at its Lacombe (LCO) facility. The goal is to enhance the building’s environmental performance, operational efficiency, and long-term sustainability through innovative and scalable solutions.
2.2        Background
The LCO building is approximately 70,000 sq. ft. (350+ person capacity) and currently experiences low daily occupancy (50–75 people) while incurring high monthly energy costs. Although recent workspace improvements have been made, core mechanical and electrical systems remain outdated. AFSC is seeking vendor expertise to assess current infrastructure and propose modernization strategies to promote sustainable practices and optimize building operations.
Project Duration – Phase 1
Anticipated Start Date: November/December 2025
Target Completion for Initial Phase: March 31, 2026
Phase 1 must be achieved by March 31, 2026. Phases 2 and 3 will be assessed for budget and viability at a later date to be completed between 2026-2030 if AFSC determines they would proceed.
AFSC reserves the right to:
•        Extend the contract for subsequent phases or additional scope.
•        Contract with the successful vendor for future maintenance and support.
•        Reassess and adjust scope following initial phase based on feasibility and cost.
