the Contract Documents. It modifies them as follows:

Section 02722 - Sewers: Sanitary Gravity

Questions:
Q1: When is the anticipated start date?
A1: We are anticipating having approval to start by late April 2026.
Q2: Can Laurel Street be shutdown? If so, how long? If not, what are the restrictions?
A2: For the base bid (no required night work), Laurel Street cannot be completely
closed. But lane closures will be allowed. For the Night work alternate, Laurel
street can be completely closed during the night work hours Sunday through
Thursday night 9pm to7am), but must be opened up each morning.
Q3: Are we to demo/remove all of the old storm drainage and then come back and install
the new storm drainage, or are we to remove and replace as we go?
A3: Removing and replaceas you go. Drainage will need to be maintained during the
construction process.
Q4: Are we required to patch back laurel street every night, or are we able to put GABC
back in the trench until we are ready to pave?
A4: GABC will be allowed in the trench after every construction shift (night or day).
Paving is not required after every shift. Paving will need to be performed at least
every 2 weeks, dependent on what and how much is open cut and not paved.
Q5: Note #9 on Plan C6, is the contractor required to provide temporary detection for
the 3rd& 4thAve. Intersections or will this be the responsibility of the owner? If it is
the responsibility of the contractor, what will be required for this?
A5: Thisis a SCDOT requirement and it is the responsibility of the contractor. Camera
detection has been used in the past on underground conversion projects to satisfy
this requirement.
Q6: What are the allowable number of days for this project?
A6: Contract time is 120 days for this project.
Q7: Nightwork Premiums Alternate, what exactly should this price contain? If we are
required to do portions of this work at night, and other portions during the day, why
would we need a nightwork premiums alternate?

A7: Any lane closures within SCDOT ROW (3rd & 4thAvenues) are required to performed
as nightwork only and any costs associated with should be included in theoverall
price in the base bid. Also included in the basebid is all the work shown in Laurel
Street as normal daytime workutilizing lane closures. The alternate for nightwork
premiums is any additional costs needed to perform allconstructionin Laurel
Street as nightwork (Sunday-Thursday night 9pm-7am).
Q8: If pipe bursting is used, how are we to tie-in the sewer services on a fused HDPE
Pipe?
A8: Connect sewer servicesto HDPEper Section 02726, utilizing service saddle Romac
CB type or approved equal.
Q9: Can a tra(cid:431)ic control plan be provided? A tra(cid:431)ic control plan for the SCDOT roads is
included on sheet C32.
A9: If Laurel Street construction is performed during the day it will also need tobe
performed with lane closures andtheContractorwill needto submit tra(cid:431)ic control
plan. If work is performed as nightwork, the entireLaurel Street blockcan be closed
duringtheconstruction shift, provided it is opened every morning. Contractor can
submit revised tra(cid:431)ic control plans if desired for approval.
Q10: Can the conflict boxes be Pre-cast with knock-out panels?
A10: Yes, as long as they conform to SCDOT standards.
Q11: When installing the new sewer line, will the city accommodate the
businesses/residents that will be out of service?
A11: Sewer tangent rehabilitation / replacement and reconnecting of services should
occur as nightwork when sewer flows are at their lowest, per Note 11-Sheet C10.
Contractor is responsible for coordinating and maintaining flow of customers during
construction.
Q12: Plans C2, Is the contractor required to pay for the relocation of dry utilities?
A12: Yes, the contractor is responsible for all utility relocations required in order to install
the project.
Q13: Plans C2, Plans state all excavation is unclassified, are we to remove and replace all
existing soils with select fill?
A13: Yes.

Q14: SCDOT notes state that no dewatering shall take place in the SCDOT ROW, please
explain how we are to dewater.
A14: We discussed this further with SCDOT. Temporary Construction dewatering is
allowed within the ROW. This discharge needs to be cleaned and pumped though a
filterbag and not discharged directly into the surface of the SCDOT ROW.
Q15: Who is required to pay for geotechnical testing, owner or contractor?
A15: Contractor
Q16: Plans C3, Plans state that major construction activities are required to be
completed at night. Please clarify which portions of the project can be completed
during the day and what items are required to be at night.
A16: Any construction activities requiring a lane closure on a SCDOT roadway is required
to be completed at night. The potholing and camera work occurring on Laurel Street
can be performed during daytime hours utilizing lane closures as necessary. If the
nightwork alternate is selected for Laurel Street, the potholing and camera work can
still take place during day time hours, while the Installation of storm drainage, water,
and sewer would be required to take place at night.
Q17: Plans state to begin work on the upstream side of the project. Is there a reason for
this? Are we able to begin at the downstream end?
A17: Work can begin on the downstream side of the project. General Note 6 on Plan
Sheet C2 has been removed via this addendum. The Construction Sequence on
Plan Sheet C3 has more detailed information on which items will likely need to be
constructed first, but starting at the downstream end of the drainage system is
preferred.
Q18: Please be more specific about the camera of the existing drainage. Will each joint
need to be inspected? Please clarify.
A18: The purpose of the camera work on the existing drainage system is to identify any
connections to the drainage system that were not evident during the survey, so that
these can be planned for prior to the excavation, demolition and installation of the
stormdrainage. The potholing of all known potential crossings will aid in this as
well.
Q19: Plans C6, note 10 states that the existing conduits/wiring for the tra(cid:431)ic signals are to
be relocated if they conflict with the proposed utilities. How are we to price this if we
do not know if they are in conflict?

A19: Assume it is in conflict and a bid item has been added for you to allocate your costs
for this. If these conduits & wiring turns out to not be in conflict, these items can be
deducted.
Q20: Plans C6, note 10 states Laurel Street may contain existing concrete pavement, how
are we to price this? Are we to assume the entirety of Laurel Street to have this
concrete pavement? Should this concrete pavement exists there any indication of
the thickness? Can the engineers perform pavement cores before the bid opening to
provide this information?
A20: In previous excavations, 2-3" of asphalt was encountered and approximately 6-8" of
concrete under the asphalt has been encountered. Although this is not guaranteed
to be uniform across the entire roadway cross section. No bores are being provided
although significant excavations have taken place in Laurel Street in recent years
which all resulted in similar findings. Areas that have been previously excavated will
have no concrete layer.
Q21: What is the existing thickness of asphalt on Laurel Street? If unknown, what should
we assume?
A21: In previous excavations, 2-3" of asphalt was encountered and approximately 6-8" of
concrete under the asphalt has been encountered.
Q22: Utility plans state to pump and haul while pipe working on the existing sewer line.
What are the flows we should expect? Is there a way to set up bypass pimping to
avoid vac-trucks?
A22: According to the City of Conway Utilities department, the flow can be very low
during the overnight hours on this section of sewer(less than 20 gpm) provided
there has not been recent rains. Bypass pumping can be utilizedinsteadof pump
and haul. Contractor will need to provide a plan prior to construction.
Q23: There are three di(cid:431)erent backfill details, please clarify which should be used for this
project.
A23: A revised Plan sheet C15 is beingprovidedwith therequiredbedding.
Q24: Will this project require vibration monitoring? If so, is the owner or contractor
responsible?
A24: Vibration Monitoring will berequired,and specification section 02018 is being
added. The contractor will be responsible for the monitoring. Include costs for this
into the most applicable bid items.

Q25: Will the owner or the contractor be responsible for replacing/relocating the existing
street lights and the electrical wiring that is with the street lights?
A25: Contractor will be responsible for removingandresetting any street lights and their
associated electrical wiring,in coordination with the power company.
Q26: Is pipe bursting absolutely necessary, the sewer line is 3'-4' deep. Can we install
this as open cut? If so, can we install DR18 in place with SDR35 services or will we
have to install the mainline and the services as DR18?
A26: The sewer line can be replaced via open cut with DR18 and SDR 35 services. Open
cut and replacement of the pavementand other incidental items should be
included in thelinear foot bid price of the gravity sewer bid item.
Q27: Is the owner protective liability policy and flood insurance required?
A27: Yes, both are required.

(hereinafter called "Owner"),
To all potential bidders:
The Bidder, in compliance with your invitation for bids for the construction of the Laurel Street
Storm Water Upgrades having examined the plans and specifications with related documents
and the site of the proposed work, and being familiar with all of the conditions surrounding the
construction of the proposed project, including the availability of materials and labor, hereby
proposes to furnish all labor, materials and supplies, and to construct the project in accordance
with the Contract Documents, within the time set forth therein, and at the prices stated below.
These prices are to cover all expenses incurred in performing the work required under the
Contract Documents, of which this proposal is a part.
Bidder hereby agrees to commence work under this contract on or before a date to be specified
in written "Notice to Proceed" of the Owner and to fully complete the project within 120
consecutive calendar days thereafter as stipulated in the specifications. Bidder further agrees
to pay as liquidated damages the sum of $500.00 for each consecutive calendar day thereafter
as hereinafter provided in Paragraph 9 of the General Conditions.
The drawings, specifications and addenda are complementary of each other. What is called for
by one shall be as binding as if called for by all. If a conflict between any of the above is
discovered by the contractor, the problem shall be referred to the Engineer as soon as possible
for resolution by the Engineer. Should a conflict occur which is not resolved before bid time
and/or is necessary to comply with mandatory requirements (i.e., codes, ordinances, etc.), it
shall be the contractor's responsibility to price and bid the more expensive method.
