Water Use Efficiency Framework Support

Proposals are being accepted by West Basin Municipal Water District (West Basin), a Municipal Water District, for Water Use Efficiency Framework Support . West Basin is seeking a consultant to provide support and resources to West Basin’s participating agencies to support compliance with Making Conservation a California Way of Life regulations. West Basin will serve as the Lead Agency and will hold and administer the consultant contract on behalf of the participating agencies. Participating agencies will be retail agencies within the West Basin service area.

Making Conservation a California Way of Life (SB 606 and AB 1668) is a new way of managing urban water use. The regulation establishes unique efficiency goals for each Urban Retail Water Supplier in California and provides those suppliers flexibility to implement locally appropriate solutions . It requires urban retail water suppliers to annually calculate and comply with an Urban Water Use Objective (UWUO); carry out Commercial, Industrial, and Institutional Performance Measures (CII PM's); and provide progress reports (Annual Reports).

• The UWUO is a supplier-specific volume of water . It is calculated annually using water efficiency standards and unique parameters that reflect the previous year’s conditions, such as the number of people in a supplier’s service area.
• CII PM's are actions taken by urban retail water suppliers designed to help CII water users use water more efficiently.
• In their Annual Reports , suppliers provide information about their water use objective, actual water use, and implementation of CII PM's.

West Basin and its retail agencies have a longstanding history of implementing effective water conservation programs that supported retailers’ compliance with previous state requirements ( Water Conservation Act of 2009 or SB X7-7).
