where such proposals will be publicly opened and read aloud. Proposals may be hand delivered
or mailed to the above location and must be received at such time.
Scope of work: This project is to install a new Dealkalizer with in the Upstate Community
Hospital. We will need connecting the new unit to the current boilers. The project will be
updating the all the associated building systems.
All work on this Contract is to be completed within 90 calendar days after the date of the Notice
to Proceed.

payment of a deposit to receive these documents. Accordingly, a deposit check of $49.99 made
payable to SUNY Upstate Medical University, is required. Deposits less than $50.00 are
nonrefundable. Deposits will be waived for certified Minority and Women Owned and Service
Disabled Veteran Owned Businesses.
(Under SFL 143 the campus has the option to waive the deposit requirement where bid
documents “are made available and obtained electronically or in any non-paper form by the
agency”. If the campus wishes to waive the deposit for all bidders, delete the above
paragraph).
No pre-bid conference and project walk-through will be held. No individual walk-throughs will
be provided. Photographs of the site or a video walk though can be made available in an
addendum.
Effective 1/1/06, in accordance with State Finance Law Section 139-j, all questions pertaining to
the solicitation shall be made formally to the designated contact in Contracts & Campus

Bids must be submitted in duplicate in accordance with the instructions contained in the
Information for Bidders. Security will be required for each bid in an amount not less than five (5)
percent of the Total Bid.
It is the policy of the State of New York and the State University of New York to encourage
minority business enterprise participation in this project by contractors, subcontractors and
suppliers, and all bidders are expected to cooperate in implementing this policy.
The State University of New York reserves the right to reject any or all bids.
