INVITATION TO BID
The City of West Richland will receive sealed bids for the
KEENE ROAD OVERLAY PROJECT
at the Municipal Services Facility, 3100 Belmont Blvd, West Richland, Washington, 99353 until Tuesday February 24, 2026 at 10:00 a.m.
This Contract provides for an overlay of
Keene Road from Bombing Range Road to the city limits, approximately 450 feet east of Kennedy Road, and Kennedy Road from Sirron Avenue to Fire Mountain Road. Work will include planing pavement, asphalt pavement overlay, asphalt pavement restoration, construction and replacement of ADA ramps, plastic and painted pavement markings, landscape restoration, shoulder restoration, roadway widening,
and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
All bid proposals shall be accompanied by a bid proposal deposit in surety bond, cash, certified check, or cashier’s check, surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful Bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of West Richland.

Only properly executed proposals submitted on the forms furnished by the City of West Richland will be accepted. The City of West Richland reserves the right to reject any or all bids, to waive any informalities, to accept any bid deemed to be responsive in the best interest of the City of West Richland and reserves the right to readvertise for new proposals.
