REQUEST FOR QUALIFICATIONS/PROPOSALS FOR
PCH WASTEWATER PROJECT - PROJECT MANAGEMENT SERVICES
1. Project Background and Description
Introduction
The City of Malibu, California is requesting proposals from qualified firms to provide
Professional Project Management Services during multiple phases of the Pacific Coast
Highway (PCH) Wastewater Project. The project will have a separate design consultant as
well as other financial consultants who will be working on this project. The selected firm
will provide overall project management services to deliver the project, including assisting
the management of the design consultants, obtaining permitting, and public outreach.
The selected consultant may be selected to manage the construction of the project too.
These services shall encompass and include all work, services, materials and equipment
necessary to prepare effectively assist the City in project management services as
described within this proposal.
Project Background and Description
In January 2025, the City of Malibu (City) and surrounding areas were significantly
impacted by the Palisades Fire which began in Santa Monica Mountains. The fires caused
severe damage and destruction to residential and commercial properties, particularly
areas near Sunset Mesa and in eastern Malibu. On January 12, 2025, Governor Gavin
Newsom signed an Executive Order N-1-26 to help communities rebuild faster and more
affordably. The Executive Order suspended permitting and review requirements under
the California Environmental Quality Act (CEQA) and the California Coastal Act for the
Palisades rebuilds.
As the recovery efforts commenced, the City contracted Woodard & Curran to evaluate
the feasibility of construction of the new wastewater collection system on PCH connecting
to Hyperion. The system would serve the waterfront properties along PCH within the
areas of the City affected by the Palisades Fire. The new sewer collection system would
replace the existing onsite wastewater disposal systems (OWDS) for these properties,
which consist primarily of septic tanks and leach fields, and require seawalls for
protection. Woodard & Curran completed the City of Malibu Wastewater Collection
System on PCH to LASAN Connection Preliminary Design Report on February 9, 2026. The
Report, which is provided as Attachment C, evaluated the required sewer collection
system facilities on PCH to serve the affected properties and provides an overview of the
Project implementation cost and schedule and included the following:
* Estimated the sewershed flows based on the parcels to be connected to the new
sewer collection system within the Project area.

* Determined the size and preliminary locations of gravity sewers, lift stations, and
force mains required to connect the parcels and convey sewage to the LASAN
wastewater collection system.
* Identified significant crossings for the sewer system along PCH and evaluated
constructability.
* Provided a preliminary capital cost estimate for the Project.
* Provided a preliminary Project implementation schedule.
The project's location and boundaries are shown in the figure below.

The general information that is encompassed within Figure 1 is listed below:

Permitting, Financing, and Construction Staging
The project is located within the Caltrans right-of-way along the Pacific Coast Highway
within the limit of City of Malibu with connection to LASAN sewer at Coastline Drive in
the City of Los Angeles. The project will also utilize the existing wastewater pump station
that is owned and operated by the City of Santa Monica.
The design shall utilize strategies to best minimize impacts to the public within the
affected jurisdictions. The consultant must have expertise with Caltrans District 7 permits
as well as permitting with the City of Los Angeles. The project permitting shall include
preparation and submittal of all required permits to Caltrans, City of Los Angeles, and City
of Santa Monica.
The project is also seeking special financing through a variety of grants, municipal bonds,
assessment district formation, and project funding through the State Clean Water State
Revolving Fund program. The selected consultant shall demonstrate knowledge and
experience with these items.
Project Management
The City of Malibu Public Works Department (Public Works) is inviting proposals from
qualified firms to provide project management support services for the PCH Wastewater
Project (Project). The City's primary objective is to select a Consultant who provides the
City with support services through various project stages. The selected consultant may be
selected to perform construction management services.
The services to be rendered by the Consultant shall include all services and provisions as
described herein, and shall consist of all such services as are customarily rendered when
providing project management services for a new wastewater collection system. See
Section 8 for the draft scope of work. A final scope of work will be refined by the City and
selected consultant after the selection process has been completed.
2. Proposal Submittal Guidelines
The City requires all proposals submitted in response to this RFQ/P to follow a specific
format. A cover letter shall guarantee that key personnel, or equally qualified
replacements, will be committed to perform the required tasks throughout the duration
of the contract. A cost schedule shall be included with the proposal submittal.
One electronic copy of the technical qualifications will be required with each proposal
having been signed by the company official with the power to bind the company in its
proposal.
Technical Qualifications shall be submitted electronically to
mpublicworks@malibucity.org, but must be received no later than 4:00 p.m., May14,

2026. Proposals may be withdrawn prior to the established date and time. No extensions
will be granted.
All Technical Qualifications will become the property of the City of Malibu and will be
made available for public inspection after an award is made or rejected.
3. Technical Qualifications/Cost Proposal Format
The Technical Qualifications shall be organized in the following sections to facilitate
review by the City. Consultants shall adhere to the page limit stated below. If additional
information is needed, it may be included in the Appendix. However, due to time
constraints, the City may not be able to review the items in the Appendix as thoroughly
as Sections a. through f.
Technical Qualifications shall be limited to a total maximum of fifteen (15) double sided
pages or thirty (30) single sided pages, all letter size. This total page limit may be split
across the Section 1 through 3 as deemed appropriate by the consultant. Large format
pages, including 11" x 17" pages, will be counted as two (2) pages.
Technical Qualifications shall include the following:
a. Cover Letter/Executive Summary
Provide a cover letter/executive summary emphasizing the strong points of the
project team, qualifications, and experience. The cover letter/executive summary
shall include the name, address, telephone number, title and signature of the
firm's contact person for this proposal, and state that the submittal is valid for 150
days. The cover letter constitutes certification by the consultant, under penalty
of perjury, that the consultant complies with nondiscrimination requirements of
the State and the Federal Government. The cover letter/executive summary shall
also include a statement by the consultant informing the City whether or not they
have any exceptions with the City's terms and contract conditions stated in this
RFQ/P, including, but not limited to, insurance and the Agreement for Professional
Services, and stating that only those exceptions noted in the consultant's proposal
will be subject to discussion and negotiation with the City. The cover
letter/executive summary shall be signed by a person with the official authority to
bind the company. An unsigned proposal or one signed by an individual
unauthorized to bind the consultant may be rejected.
b. Experience of Firm(s) and Individuals
Include summary descriptions of the company's (or companies') and individuals'
applicable experience, and resumes detailing their experience in project
management and specifically in the design of wastewater collection systems,
particularly any work of similar nature performed for government agencies. This

section shall also include the firm(s) and individuals experience with the California
Clean Water State Revolving Fund program.
The consultant should have a minimum of ten (10) years of experience and the
Project Manager shall also have a minimum of ten (10) years of experience in the
field on related activity.
Detailed resumes highlighting experience pertinent to this project should be
provided in an Appendix. These resumes will not be counted in the page limit.
c. Team Organization
Provide an organization chart of your team. Describe its organization, and the
responsibilities and level of commitment of individuals within the team. Identify
team's "key" personnel members. Describe why each team member is proposed
for their respective positions or roles on the team.
Identify who will be the Project Manager and who will be responsible for daily
project management and interaction with City staff. (These positions may be filled
by the same person, or may be split across two persons, as proposed by the
consultant).
d. Project Understanding and Approach/Methodology
Prepare a summary description of how the consultant will address the issues
described below and to complete the Scope of Work presented below.
Consultants are encouraged to suggest modifications to the scope that would
optimize the proposed design.
Please provide a brief description of the proposed work, proposed work schedule
and the techniques and approach to complete the scope of work. This section
should demonstrate your firm's ability to conduct these services in a professional
and efficient manner.

e. Conflict of Interest
The Consultant shall disclose any financial, business, or other relationships with
the City that may have an impact on the outcome of this contract or any resulting
construction project. The Consultant shall also list current clients who may have
a financial interest in the outcome of this contract.
f. Exceptions
This section shall discuss any exceptions or requested changes that Proposer has
to the City's RFQ/P conditions, requirements, and sample contract. If there are no
exceptions noted, it is assumed the Proposer will accept all conditions and
requirements identified in the attached "Agreement for Professional Services."
Items not excepted will not be open to later negotiation.
g. Cost Proposal
The cost proposal is considered a criterion but is not the sole factor in the selection
process. In addition to the cost proposal, the Contractor shall also provide their
billing rates. The billing rates shall be a complete list of all staff hourly rates by
category and shall be all-inclusive.
The cost proposal shall also include outline billing and payment expectations,
including timing and method of payment. Describe any remaining fees not
previously detailed above.
The City of Malibu will select the Consultant for award based on the Contractor
that it determines will provide the best overall program services to the City. The
City reserves the right to accept other than the lowest-priced offer, and to reject
any Proposal that is non-responsive to this Solicitation.
4. Selection Procedure
The following is an outline of the procedure the City will use in the selection process:
a. A Selection Committee is formed comprising of City personnel and, if the City
chooses, other agency personnel.
b. The Selection Committee reviews and evaluates the Technical Qualifications
based upon demonstrated competence and qualifications of the proposed team,
and the consultant's project approach. The Selection Committee will shortlist up
to four firms for presentation interviews.
c. Presentation Interview - Consultant selected for the shortlist must participate in
the in-person interview and may bring up to four additional team members. The
purpose of the interview is to evaluate the consultant team's fit with project
requirements and ability to work effectively with City staff. The interview will be
60 minutes in duration with the time broken down as follows:
Introductions 5 minutes

Consultant's Presentation 20 minutes
City Questions 30 minutes
Consultant Questions 5 minutes
d. The Selection Committee will evaluate the consultants and will rank the firms
based on the oral interview and completeness of the technical qualifications, and
makes a final recommendation.
e. Negotiations will take place with the primary firm on the final scope of work,
contract, and proposal price.
5. Evaluation Criteria
The Selection Committee will evaluate, rate, and rank the proposals based on the
following criteria:
Technical Proposal (Total Points Possible = 70 pts.)
a. Responsiveness to the terms, conditions, and items of performance. (5 pts.)
b. Presentation, completeness, and thoroughness of the proposal. (5 pts.)
c. Qualifications and experience of the consultant and individuals, and their
proposed team related to the services requested. (20 pts.)
d. Understanding of the scope and services to be performed and methodology
including probable challenges and solutions to those challenges, and the overall
approach (15 pts.)
e. The consultant's related experience with this type of work. (20 pts.)
f. Cost Proposal. (5 pts.)
Oral Interview Presentation (if needed) (Total Points Possible = 30 pts.)
a. Overall quality of presentation and response to questions. (10 pts.)
b. Understanding scope of work. (5 pts.)
c. Approach to performing work including, communication with City staff, Regional
Board, State Water Board, Caltrans, City of Los Angeles, special financing, and
conducting public outreach. (15 pts.)
The City reserves the right to reject any and all proposals.

8. Draft Scope of Services
The Consultant, under the direction of the City, will perform all project management tasks
associated with the delivery and construction of the PCH Wastewater Project. The project will
have its own project design consultant(s) and other financial consultants. The role of the
consultant to coordinate all activities and tasks needed to complete the project according to the
project schedule and deadlines. The tasks include:
Task 1. PROJECT MANAGEMENT, COORDINATION, AND MEETINGS:
The Consultant selected will provide technical and administrative services associated with
performing overall project management tasks for the Project, including managing the design
consultant, performing tasks associated with special financing such as assessment districts, Clean
Water State Revolving Fund program and other grant funding, WCB grant agreement, assuring
all permits are finalized, administering subcontracts, invoicing and payments, drafting and
finalizing quarterly progress and final reports, and data management. Periodic progress and
coordination meetings are assumed between the Consultant and City. It is estimated that the
design of this project will take 18 months to be completed.
A. Kickoff Meeting - The kickoff meeting serves as a platform for the Consultant, the City,
design consultant(s), and other Project stakeholders to come together. In this session,
Project objectives, scope, roles, and responsibilities are discussed. It provides an
opportunity to align expectations, clarify any uncertainties, and set the tone for a
successful collaboration.
B. Project Site Visit - The Consultant shall plan on one Project site visit at the start of the
Project that will entail the physical examination of the designated implementation site.
This step allows the Consultant to acquire firsthand insights into site conditions, potential
challenges, and specific requirements. The data gathered during site visits is imperative
for accurate planning and judicious resource allocation.
C. Progress/Coordination Meetings - The Consultant shall plan to schedule at least 18
monthly meetings during the final design process. Progress and coordination meetings
serve as platforms to assess Project status, discuss achievements, and tackle emerging
issues. These gatherings facilitate effective communication among team members,
ensuring uniform understanding.

D. Meeting Minutes and Documentation - The Consultant shall prepare and distribute
comprehensive meeting minutes and Project documentation to ensure transparency and
facilitate information sharing amongst stakeholders.
E. Develop Project Schedule - The Consultant shall develop a detailed timeline delineating
tasks, milestones, and deadlines. This document functions as a roadmap, aiding
stakeholders in visualizing the Project timeline, resource allocation, and progress tracking.
Deliverables: Invoices, meeting minutes, Project schedule, progress reports, final reports
Task 2. WORKING GROUP AND PUBLIC OUTREACH:
The Consultant shall be responsible for helping organize and facilitate stakeholder agency
meetings (Working Group meetings) and community outreach/engagement meetings. The
Working Group meetings will consist of discussing data collection, surveys, mapping, modeling
techniques, and feasibility and designs of stream, road, watershed, and other enhancements with
the group. The community outreach/engagement meetings are anticipated to solicit input from
interested parties about the Project and how the objectives of the Project are being met.
A. Working Group Meetings - The Consultant shall facilitate eight collaborative virtual
working group meetings to engage with stakeholders in focused discussions on Project
intricacies, objectives, and strategies. Prepare and distribute meeting materials, agendas,
and minutes to ensure effective communication within the Working Group.
B. Outreach/Community Meetings - The Consultant shall convene six outreach/community
in person meetings to involve in community engagement initiatives. These gatherings aim
to elicit public input, distribute Project information, and address community concerns.
Consultants will facilitate these meetings in aligning Project goals with community
expectations through these structured outreach efforts. Work collaboratively with the
City to ensure effective communication and address any community concerns promptly.
Deliverables: Prepare meeting materials, agendas, meeting minutes and feedback forms for
Working Group and public outreach meetings.
Task 3. PERMITTING/FUNDING/GRANTS:
The Consultant shall be responsible for organizing, collaborating and obtaining project permits
for this project. This includes permits from Caltrans, City of Los Angeles and other agencies for
the construction of the new wastewater collection line on Pacific Coast Highway. The Consultant
shall also assist the City with the various tasks associated with the formation of special
assessment districts, grants and obtaining funding through the Clean Water State Revolving Fund
program.
A. Meeting Minutes and Documentation - Along with the monthly meetings as stated in Task
1, the Consultant shall prepare and distribute comprehensive meeting minutes and
Project documentation to ensure transparency and facilitate information sharing
amongst stakeholders regarding permitting, funding and grants.
