The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of emergency berthing for disabled U.S. Navy ships during destructive weather identified as tropical storms and hurricanes by the National Weather Service (NWS) and the National Oceanic and Atmospheric Administration (NOAA). Due to the potential impact of destructive weather, this is a necessary contingency plan to dock U.S. Navy ships disabled during scheduled maintenance availabilities at Naval Station (NS) Mayport, FL. Due to limited facilities in the Mayport and Jacksonville, FL area, if a disabled Naval Vessel is caught in port at NS Mayport with a hurricane approaching, the only facility identified by the Navy as a safe mooring site is the JAXPORT Talleyrand Marine Terminal Wharf (TMT). The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 488310, with a Small Business Size of $47 million, and the PSC code is X1PZ. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within fifteen (15) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
