The Town of Dracut is seeking quotes from qualified consultants, in accordance to M.G.L. 30B, for the provision of its wireless and cable review and utility appraisal services for the Town for fiscal year 2027. The awarded vendor shall provide review and valuation of all locally assessed wireless, and CATV accounts for the Town. Final valuation to be sent to the Town’s Chief Assessor, per the Town’s schedule. Dracut’s relevant utilities are: Colonial Gas Co., Massachusetts Electric Co., and New England Power Company.
Wireless & Cable review and valuation: annual maintenance program to include the review and valuation of wireless and cable accounts.
Utility appraisals: As required by the Department of Revenue, Class 504
Software: Personal property appraisal software, cloud based, which be on the vendor remote server.
The Town seeks a software system that uses the information collected in the field and, through the entry of a pricing code, automatically prices the item entered. A depreciation schedule that is built into the system and is maintainable by the user as well as all of the prices located in the system's pricing manual. The pricing manual should include over 4,000 separate items of personal property. The system must allow for the easy updating of the database in an update year. This process shall be completely computerized. The following information must be accessible and printable for every individual personal property account.
This shall be a one-year contract, with the option to renew for two, one year contract terms.
Pricing must remain firm for term of contract, including all option years.
Award vendor will be required to sign contract with the Town within 10 days of award and provide insurance certificate, listing the Town as the holder.
