Summary

The City of Anaheim ("Anaheim") Public Utilities Department ("APU") issues this Request for Proposals (“RFP”) to solicit competitive proposals from qualified respondents to develop, design and produce a suite of educational and multimedia videos and assets for APU's new flagship educational and demonstration facility, the Sustainability Education Center (SEC). These tasks include (1) developing a suite of educational videos, and (2) developing an online virtual tour of the SEC facility.

The SEC facility supports Anaheim customers through hands-on learning experiences in energy and water efficiency, and supports local students through field trips and career development opportunities. Designed as an interactive learning environment, the SEC serves local K-12 school students through field trips developed by APU. The learning programs highlight APU's energy and water infrastructure and systems, sustainability initiatives, career pathways workforce development opportunities, local and regional electricity and water resources, renewable energy resources, and APU facilities and operations, among other utility-themed topics.

The educational video content aims to complement the existing educational curriculum and on-site exhibits by delivering engaging storytelling through high-quality production, animation, interactive media, and/or augmented and virtual experiences. Storytelling themes may include the journey of Anaheim's water and power, renewable energy resources, local groundwater and imported water supplies, water quality and treatment processes, grid reliability, conservation, and utility career pathways. Content shall be developed to support multiple learning modalities, age groups, and languages.

The virtual tour of the SEC aims to expand the accessibility and reach of the SEC facility through an online platform, where students and teachers can explore the facilities' exhibits, and sustainability features, such as the Smart Flower solar feature, bioswale, EV chargers, and other features through an engaging and interactive online virtual tour.

Respondents may propose services for one or more components described in the RFP. Submission of proposals for all tasks or components is optional. Anaheim reserves the right to select one or multiple respondents, and to award one or more agreements based on the City's determination of best value, technical merit, ability to meet project scope and overall project needs.

Selected respondent(s) will be responsible for performing the services described in the Scope of Services section (collectively, the "Services"), which includes concept development, creative design, scripting, filming and/or animation, post-production, virtual tour development, and delivery of final assets in multiple formats for both English and Spanish audiences.

Following identification of one or more successful respondents, Anaheim will negotiate an agreement ("Agreement"), which may include a best-and-final offer. Any resulting Agreement must substantially conform to the requirements outlined in the Agreement & Required Provisions section and will take effect upon mutual execution, subject to receipt of all necessary approvals from Anaheim's approving bodies.



Background

The City of Anaheim (“Anaheim”) Public Utilities Department (“APU”) provides electric and water service to approximately 360,000 residents and 15,000 businesses located in Anaheim.

As a community-owned not-for-profit utility, APU recognizes the significance of being an educational partner to Anaheim schools and offers a wide variety of programs for K-12 students to engage with APU and learn about energy and water conservation and utility career pathways. APU currently facilitates school field trips and educational programming at its newly constructed educational demonstration facility, the Sustainability Education Center (SEC).

The SEC received grant funding through a congressional appropriation to support educational and workforce development equipment and services. The grant will support the development of educational video production and virtual tools. This solicitation and project are subject to federal grant requirements; therefore, successful respondents will be required to adhere to grant-related timelines and provide all documentation necessary for APU's eligibility for grant funding and reimbursement.

Additionally, APU is currently working with an Educational Consultant to develop and facilitate on-site field trips and the educational curriculum at the SEC. The Educational Consultant will assist with ensuring the video scripting and content aligns with the existing educational program at the SEC. APU is also currently working with an energy and water educational website developer, to develop an online website that will broaden access to the facility's resources, serving as a learning hub for K-12 students, parents, and educators. Respondents should provide strategies that allow the virtual tour to be integrated into existing APU websites, if feasible.
