Description

This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 13.5 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service’s (IHS) intent to negotiate a Firm Fixed Price sole source contract with NuWest Group Holdings, LLC located at 325 118th Ave, SE Bellevue, WA 98005 to obtain programming services to support the Office of Public Health Support (OPHS), Division of Epidemiology and Disease Prevention (DEDP).



OPHS/DEDP provides epidemiological services in the form of outbreak support, development of surveillance systems, infectious and chronic disease control interventions, and special applied research projects to American Indians and Alaska Natives throughout the United States. The DEDP is also the national coordinating center and collaborates with the twelve Tribal Epidemiology Centers (TECs) to collect, analyze, interpret, and disseminate health information critical to identifying disease targets, suggesting strategies for successful interventions, and testing the effectiveness of health interventions that have been implemented.



Only one (1) source, NuWest Group Holding, LLC. is capable of fulfilling the Government’s requirement to maintain and sustain the central data architecture and surveillance system to ensure the continuity of the program and fulfill statutory mandates. The unique capabilities of NuWest in relation to this requirement include specific in‐depth knowledge of the IHS central syndromic surveillance system reporting on influenza‐like illness. Any potential disruption as a result of onboarding a source unfamiliar with this this specialized knowledge would present unacceptable interruption in critical government functions, some of which are statutorily mandated. In addition to potential delays, onboarding a source who does not currently posses the required knowledge of the IHS central syndromic surveillance system would result in duplication of costs while attempting to transfer that knowledge.



The anticipated period of performance is inclusive of one (1) base period, and four (4) 1-year option periods.



The total estimated value of this action is $250,000 for the base period, and a potential ceiling amount of $1.3M over 5 years should all options be exercised.





THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement by 1:00 PM Eastern Time on August 1st, 2025 to Christopher McGucken, Contracting Officer, Phone: (240) 478-3347, Email: Christopher.McGucken@ihs.gov .
