This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated October 1, 2025.
This procurement is set aside 100% for small business. The NAICS code is 221310 Water Supply and Irrigation Systems with a Small Business Size Standard of $41M.
The United States Department of Agriculture, Forest Service, intends to award a firm-fixed price contract to repair the existing well at the Quemado Lake Recreation Site to restore full water functionality. This procurement is set aside 100% for small business. The Contractor shall furnish all labor, tools, equipment, software, supervision, transportation, operating supplies, and incidentals to perform all work necessary in compliance with the attached Statement of Work (SOW). Services shall include removal and replacement of failed components, installation of new hardware, electrical connections, and testing. In addition to the well replacement /repair, the contractor shall perform limited roadway rehabilitation to enable safe transport and operation of equipment that is required for the work. All work must comply with applicable federal, state, and local regulations. The Contractor shall perform all work, test to ensure all functions work correctly and leave a clean working site.
Background: The current well system at Quemado Lake is inoperable and requires repair. This project ensures reliable water access for the public and USFS personnel. The recreation site is scheduled to open by May 10th, and failure to restore water service will delay this opening indefinitely.
