Description

This is a Sources Sought announcement only. This notice does not constitute a solicitation or commitment by the Government. All information submitted in response to this announcement is voluntary. The Government may use the responses to this Sources Sought for information and planning purposes. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.



Interested vendors should complete the attached market research questionnaire and the market research spreadsheet for any/all NSNs they are interested in supplying and return to the Buyer by the due date. As a potential supplier of these items, we are asking that you fill out this market survey to the best of your knowledge so that we can generate a realistic and beneficial solicitation.



Defense Logistics Agency (DLA) is trying to determine how they can best support the military customer’s requirements for valve spare parts. This is typically Federal Stock Classes (FSCs) 4810 and 4820. DLA Land and Maritime is considering a solicitation and subsequent Award of an Indefinite Quantity Contract (IQC) or Long-Term Contract (LTC) for the item(s)/NSN(s) listed on the attached spreadsheet. The Government is willing to consider suggestions that would refine or improve the current method of support (i.e. Spot buys) as well as suggestions for alternative support models.



Technical Data Packages (TDPs)



ONLY for items where a Technical Data Package (TDP) is available: Companies must have access to cFolders to obtain the TDPs. NOTE: The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/Logistics-Operations/Enhanced-Validation/.



To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.



Procurement Item Descriptions (PIDs)



The Procurement Item Description (PID) is a detailed specification outlining the exact characteristics, requirements, and acceptance criteria of an item that needs to be purchased, essentially acting as a clear and concise description, often including manufacturer details, part numbers, and technical specifications.



Commerciality



IMPORTANT: In order for the Government to make a commercial determination, sufficient documentation (outlined in market research questionnaire) must be received to prove the items meet the commercial item definition under FAR Part 2.101.
