Project Description: Bids for the "Waterworks Road [T-878] Landslide Repair” will be received by the White Township Board of Supervisors, submitted online via the PennBid Program (https://pennbid.net) until 7:00 P.M. prevailing local time on Wednesday, October 23, 2024. A summary of bids received will be displayed on PennBid immediately after bid opening.
The Project for which the Work under the Contract Documents may be the whole or only part is generally described as follows: Provide all plans, labor, equipment, and materials required to install 1,425 linear feet of steel sheet piling (133 feet of pile line length), full depth reconstruction of 136 feet of public roadway, installation of roadway underdrains including [2] Type M Inlets and 40 linear feet of 24” diameter SLCPP pipe, protection of an existing 16” ductile iron public waterline, erosion and sedimentation control, maintenance and protection of traffic, all site work and excavation required to complete the project and site restoration, all in accordance with the Contract Documents.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.net). Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in PennBid no later than seven (7) days prior to the date for receipt of bids.
The successful Bidder will be required to comply with all contract provisions including compliance with the Pennsylvania Prevailing Wage Act. All employees must be paid the Prevailing Minimum Wages established by the Commonwealth of Pennsylvania, Department of Labor & Industry. Verification of compliance must be provided by all Contactors, including Subcontractors.
The successful Bidder must also comply with the Public Works Employment Verification Act. The Act requires Contractors/Subcontractors to verify employment eligibility through the E-Verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The Contract Documents contain information and a verification form regarding the Act.
Each Bid must be accompanied by a Certified or Bank Check or Bid Bond payable to the order of the Owner in the amount of ten (10%) percent of the total amount of the Bid as security for proper execution of the Agreement and submitting other documents as required by the Bidding Documents. All bidders must include a scanned copy of the Bid Security when uploading their bid to the PennBid Program online. The original copy of the Bid Security from the apparent low Bidder will be required to be submitted to White Township, 950 Indian Springs Road, Indiana, PA 15701, attention Mr. Chris Anderson, Township Manager. The successful Bidder will be required to execute the Agreement and to furnish a performance bond and a payment bond, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The successful Bidder will also be required to furnish evidence of insurance coverage as required by the Bidding Documents.
The White Township Board of Supervisors reserves the right to reject any or all bids or parts thereof, to waive any defects or irregularities in the Bids, and to accept any Bid which, in its judgment, is for its best interest. Bids shall remain open for a period of sixty (60) days from the date of Bid opening. No Bids may be withdrawn for sixty (60) calendar days after the scheduled time of the closing of bids.
