Project Title: EMAC Validation
Description: The North Carolina Department of Public Safety, Division of Emergency Management (NCEM) is soliciting proposals to acquire the services of a qualified Vendor to thoroughly and rapidly validate reimbursement requests for EMAC as well as In-State Mutual Aid Reimbursement within the State of North Carolina, due to its extensive response for Hurricane Helene. The validation should utilize the standard EMAC Workbook being complete and thorough to ensure all reimbursed costs are aligned with the current Public Assistance Program and Policy Guide (PAPPG) and the State’s reimbursement guidelines. The validation will confirm the substantiation of all requested reimbursements. The validation will include the formulation of a specialized and organized approach, correspondence with the local agencies, and tracking the mutual aid responses across the event. All validation packages will be provided in a shared drive with clear outlines of substantiated costs and supporting documents. The intent of this solicitation is to award an Agency Specific Contract.
