Project Description: Findlay Township Municipal Authority (Owner) is requesting Bids for the construction of the following Project: FTMA Staff Office and Garage Building Contract 2024-01, 2024-02 Bids for the construction of the Project will be received electronically via the PennBid Program by the FTMA until November 19, 2024 at 1:00 PM local time. Abstract of Bids received will be posted on PennBid. The Project includes the following Work: Work under these Contracts covers the furnishing of all labor, material, plant, utilities and services required for the construction of a Staff Office Garage Building and Administration Building Renovations at the Findlay Township Municipal Authority (FTMA) Potato Garden Run Wastewater Treatment Plant located at 90 Strouss Road, Imperial PA 15126. The project is located in Findlay Township, Allegheny County, PA. Obtaining the Bidding Documents Information and Bidding Documents for the Project are available at no cost at PennBid: www.pennbid.net Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on October 29, 2024 at 9:00 AM at Findlay Township Municipal Authority located at 90 Strouss Road, Imperial, PA 15126. Pre-Qualification Pre-Qualification packages are due November 1, 2024 at 1pm. Only Contractors approved through the pre-qualification process shall receive access for submission of bids. Contractors shall be evaluated in terms of technical ability, resources, experience, and past performance on similar projects.
Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Each contractor is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Materials utilized must comply with the American Iron and Steel Act, Steel Products Procurement Act, March 3, 1978, P.L.6, No. 3, 73 P.S. ยง 1881 et seq. Attention is called to the fact that PennVest funding is being provided for this project and that the requirements of PennVest, Federal Minority Business Enterprise, and Women Business Enterprise as outlined in the specifications are to be adhered to, that not less than the minimum salaries and wages, as established by the PA Department of Labor and Industry Prevailing Wage rates must be paid on this project. The Owner hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of sixty (60) after the Bid Due Date.
