This is a Sources Sought Notice and is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. Solicitations are not available at this time and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the US Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the US Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the US Government. Not responding to this Sources Sought Notice does not preclude participation in any future RFQ, should one be issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.



The Government will use responses to this notice in formulating its acquisition strategy. Additional RFIs may be issued for this requirement to help the Government further define its acquisition strategy.



The United States Marshals Service (USMS) Information Technology Division (ITD) has a requirement to meet the operational and administrative needs of the USMS, Functional Operations and Resources for Core Enterprise Services (FORCE). ITD provides mission critical enterprise-wide services and resources, as well as technical and operational support to the agency. USMS has approximately 7,500 total users (federal employees, support contractors, task force officers, court security officers) using over 15,000 authorized devices of various types.



The FORCE Core Team provides ongoing engineering and lifecycle operational support for deployed systems delivered by the special project team(s) after transition of the services covered by the special project initiative.



The anticipated period of performance is April 23, 2026, to October 22, 2034, which includes one (1) 12- month base period, six (6) 12-month option periods and one(1) 6-month option period per FAR Clause 52.217-8 for a a total of 7 years and 6 months.



Procurement history:



USMS currently contracts for these services. In 2019 the requirement was competitively awarded and administered by UNICOR as a task order issued off the CIO-SP3 IDIQ contract. The contract details are listed below:

Instructions:



Our customer, ITD requires the following supplies and services in support of their Functional Operations and Resources for Core Services (FORCE):



Key Characteristics:




  • Two forms of FORCE service support are provided, a standard Core Team and Special Project services.

  • The FORCE Core team includes the contract program management and USMS IT Operations Line of Business (LOB) services.

  • Special Project(s) resources are involved in major initiatives, not considered standard lifecycle operations requirements, as part of an optional team or individual services which are considered Ad-Hoc IT related services.

  • Critical services provided include the following:

    • Service Desk. The service desk is the frontline and initial point of contact for all USMS IT Services.

    • Field Services. USMS Field Service Agents support a variety of important services for the 400+ USMS Field offices located outside of USMS Headquarters Offices in Arlington, Virginia.

    • Core infrastructure support. The vendor provides support to 500 cloud-based servers that support a variety of services including law enforcement, administrative and financial systems.

    • Application support. The vendor supports enterprise applications used by every segment of the USMS user base.

    • IT Security support. The vendor provides IT Security support for all USMS end points primarily via the USMS Vulnerability Management Program to ensure that all systems, devices, and tools are baselined within USMS and DOJ security standards and are patched within specified time frames.

    • The Video Retention Solution Special Project supports the implementation of the Body Worn Cameras to all USMS Law Enforcement personnel.

    • Ad hoc Support. The vendor provides on-going support of multiple USMS Divisions ad hoc IT needs including SharePoint, AEM forms development, spatial and data analytics, audio visual support services and RPA development.







The USMS is requesting interested vendors provide the following information in response to this RFI:




  1. Company name, CAGE code, Unique Identity ID (UEI) and CURRENT point of contact information for two procurement specific contacts (including phone number and email addresses).

  2. Provide your company’s socio-economic category(ies) as related to NAICS 541512, such as 8(a), HUBZone, Women Owned, Service-Disabled Veteran-Owned, Small or Other than Small.

  3. Company shall include a list of GWACs, including contract numbers, that are currently available. Examples: GSA Multiple Award Schedules, NASA SEWP, NITAAC CIO-SP3, etc.

  4. Capability Statement (limited to ten (10) pages, describing how your company is able to meet the below key characteristics, providing additional proof, where appropriate.
