In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Monday, May 18, 2026, for furnishing
the City of Redding a proposal for providing Consultant Services for Wastewater Lift Station
Supervisory Control and Data (SCADA) Upgrades per the scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Monday, May 18, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound), four (4) bound copies and a USB drive
with a PDF copy of the proposal. Electronic submission of proposals will not be allowed. One (1)
set of the Fee Proposal is to be submitted in a separate, sealed envelope. The City will award
any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on
Thursday, April 30, 2026. All inquiries must be made in writing and may be submitted to the email
address shown below.

THE CITY OF REDDING, CALIFORNIA

I. INTRODUCTION
The City of Redding Public Works Department-Wastewater Utility (City) is soliciting proposals to
provide consultant services for upgrading the existing Supervisory Control and Data Acquisition
(SCADA) system. The City’s system includes 21 sites, comprised of lift stations, a flow monitoring
station, and two solid waste gas extraction systems.
To alleviate systemwide SCADA and hardware deficiencies and to add necessary remote
monitoring and alarm notification capabilities, the City is seeking proposals from highly qualified
firms to provide professional services related to software procurement, development, testing,
documentation, integration, remote access, and alarm notifications associated with a turnkey
SCADA system.
This project is funded by the Wastewater Utility, with the total project cost estimated to be $300,000
including equipment purchasing, installation and programming.
The consultant services contract is expected to be awarded in July 2026 and is anticipated to be
no longer than twelve (12) months. Any consultant responding to this RFP must be willing to
commit the necessary resources to the project to conform to the proposed schedule. Interested
Consultants are invited to submit qualifications in accordance with the requirements of this Request
for Proposals (RFP).
A mandatory site walk will be performed. The mandatory site walk will start at the Sunnyhill Lift
Station, located at 5100 Bechelli Lane at 9:00 am on Tuesday, April 28, 2026. After completing
the site walk at Sunnyhill, City staff and attendees will proceed to visit a minimum of one other lift
station. City staff will be available to answer technical questions that arise during the site visit.
If a proposing consultant fails to have a representative attend the mandatory site walk meeting, then
the City will deem their proposal as non-responsive. Requests for alternate days and times for lift
station visits with City staff will not be accommodated.
II. BACKGROUND
City staff began the preliminary steps of working through upgrades to the system but quickly
discovered that the task at hand was going to require much more work and equipment than initially
contemplated. The following items have been completed:
Server installation and configuration
Procurement and installation of server backup UPS
Virtual Machine licensing and configuration
o Procurement and installation of Windows Server 2022
o Backup of main server hard drives onto Synology NAS
Firewall and switch installation and configuration
Central SCADA Ignition license procurement and installation
o Ignition 8.1 custom package
Microsoft SQL database license procurement and installation
o The configuration of Microsoft SQL database
Operator interface panel selection (Onlogic TC410R)
Edge device selection (Store and forward configuration)
The following tasks are yet to be completed:
Supply 21 Allen Bradley/Rockwell Control/Compact Logix PLCs
Retagging of PLCs
Operator interface panel replacement hardware installation (City ETs)
Operator interface panel Ignition license procurement and installation
Operator interface panel SQL database license procurement and installation
o Store and forward configuration (Edge device)
Selection, procurement, and configuration of identity provide for Windows Server
2022, Ignition, and VPN
o Considering Active Directory or Duo
Alarm auto dialer configuration
o Selection and configuration of desired SIP server
o Configuration of Ignition to use selected SIP server as auto dial out service
Configuration of Ignition reports
Programming all 21 Allen Bradley/Rockwell PLC’s for system uniformity
(Emerson/GE platform currently)
Selection, procurement, configuration of I/O and PLC I/O cards and expansion racks
(If needed).
III. SCOPE OF SERVICES
The scope of services to be provided by the Consultant shall consist of the following Tasks:
Task 1: Project Management Review and Scheduling
Consultant will begin the project with a kickoff meeting involving all project team members:
Consultant and City staff, and other identified stakeholders. The meeting will include a review of the
scope of work, schedule, design standards, and expected deliverables for the project. The meeting
will address project coordination and responsibilities and define key project issues and goals.
Consultant also will present a comprehensive plan identifying the development schedule that
classifies the various components and milestones.
Consultant will detail project objectives, team member responsibilities, milestones, budgets,
schedules, quality assurance procedures, and progress evaluation techniques. Consultant will
monitor project progress throughout the project to ensure project objectives and milestones are
met.
Before each regularly scheduled coordination and status meeting, Consultant will work with the
City's project manager to develop and distribute a meeting agenda and arrange for appropriate
participants to attend. At each meeting, Consultant will review project schedule and budget status,
obtain City input, facilitate decision making and discuss issues that have the potential of adversely

affecting project budget, schedule, or product. Meeting notes will be distributed following each
meeting.
Consultant will submit monthly progress reports to the City along with monthly invoices and
appropriate backup. The reports will address the work progress; project schedule; information and
decisions needed to maintain schedule and complete deliverables; problems encountered that
might affect schedule, budget, or work products; and anticipated work for the following month.
The Consultant’s Project Manager shall play an active role in the management and coordination of
the project to include monthly meetings with City staff to discuss project status, problems,
budgeting, and other areas that have an adverse effect on the work. In addition, several meetings,
telephone conferences or other communication means may be needed for consultation regarding
project issues or decisions between scheduled progress meetings.

Project schedule
Task 2: Procurement of SCADA Package, Remote Access/Notification System, and
Hardware
The Consultant will need to work closely with City utility and operations staff to identify monitoring
and notification needs, current conditions and capacities, and provide a final recommendation for
the required Ignition SCADA software, remote access, and SMS and Voice/Phone notification
packages for the City. The City would like to replace dated equipment including I/O cards and PLC
expansion racks with Allen Bradley/Rockwell. Staff would like all I/O to be uniform in both type and
rack placement, as well as I/O assignment for uniformity across the wastewater collections/solid
waste systems. Please note that the verification of type, quality, and quantity of suggested
replacement of new hardware components needed for this task, including the integration, warranty
for hardware and software, training and services after completion of the task, are the responsibility
of the Consultant. City of Redding ETs will install the hardware.
Deliverables: Consultant shall provide quote for hardware (I/O cards and expansion racks, 21 HMI’s
with Onlogic TC410R Edge devices, etc.). In addition, they shall provide a memorandum
summarizing the City’s needs and plan for implementation – including but not limited to any
additional requirements discovered during the evaluation of the facilities not currently monitored,
and identification of the cost of any suggested new or replacement equipment that may be needed
to satisfy the requirements of the scope of this RFP that may require contract amendments. The
memo shall also include a strategy to redevelop main and sub-layered SCADA screens to depict
actual equipment in operation at facilities (pumps, generators, drives, ATS’s, valves, etc.) as
appropriate.
Task 3: Installation
The City of Redding ETs will install the consultant supplied AB/Rockwell PLCs (with associated
I/O), servers, workstations, modems, firewalls, and displays.
The Consultant shall install all necessary software, applications, operating systems, virtual-ware
and communication drivers.
