Project Overview
The City of Laconia is soliciting sealed bids from qualified contractors to furnish, deliver, pump, and
place cementitious flowable grout to fill an existing subsurface void beneath portions of the Public
Works Building located at 27 Bisson Avenue, Laconia, New Hampshire.
The void is located beneath the office area and approximately one-half of the garage area of the
original building. The affected area is approximately 195 feet by 50 feet and the void averages
approximately 16 inches in height. Based on previous evaluations, the project is estimated to require
approximately 275 cubic yards of cementitious flowable grout. The quantity is provided for bidding
purposes only. Contractors shall verify existing conditions prior to submitting a proposal.

Insurance
The selected firm must provide a certificate of insurance satisfactory to the City of Laconia,
including General Liability coverage naming the City of Laconia as an Additional Insured.
Acceptable General Liability limits are $1,000,000 Each Occurrence and $2,000,000 General
Aggregate.
Engineering Report and Basis of Bid
The January 14, 2025 DuBois & King, Inc. letter report, Engineering Investigation & Condition
Assessment- Floor Slab Settlement, is included with this RFP as an attachment and is provided
to describe observed conditions. The report documents ongoing settlement associated with a
peat layer beneath the building, voids beneath the slab ranging from approximately 6 to 18
inches at the locations investigated in 2024, and the potential for unsupported slab failure under
heavy loads.
Scope of Work
Provide all labor, supervision, equipment, materials, pumping equipment, transportation,
testing, and incidentals necessary to furnish, deliver, mix, pump, place, and monitor
cementitious flowable grout; protect existing facilities; and perform complete cleanup. The
Department of Public Works will be responsible for carpeting and the raised flooring in the
office area. The contractor may core drill, saw-cut, or otherwise open the existing floor slab
where necessary for grout placement, venting, or verification of void filling, using locations and
methods approved by the City. The contractor shall restore all openings and disturbed concrete
to match the adjacent floor and maintain the slab's intended serviceability.
Existing Conditions
Project location is the City of Laconia Public Works Facility, 27 Bisson Avenue. The work area is
beneath the office area and approximately one-half of the garage area. The void averages
approximately sixteen (16) inches in height. Contractors are encouraged to verify all dimensions,
access limitations, pumping requirements, placement methods, and conditions affecting the
work. The City makes no representation regarding the quantity of fill required. Submission of a
bid constitutes acknowledgment of site conditions.
Material Requirements
The proposed grout shall be cementitious, high-flow, pumpable, self-leveling, self-consolidating,
non-metallic, chloride-free, bleed-free, and non-shrink or shrinkage-compensating. It shall
remain non-segregating during placement and be suitable for filling irregular subsurface voids
beneath an existing concrete floor slab. The product shall comply with ASTM Cll07 /C1107M,
Standard Specification for Packaged Dry, Hydraulic-Cement Grout (Nonshrink). Where
shrinkage-compensating or expansive performance is proposed, the contractor shall submit test
results using ASTM C827/C827M, Standard Test Method for Change in Height at Early Ages of
Cementitious Mixtures. The contractor shall identify the proposed placement consistency and
provide documented flow and compressive-strength performance appropriate for the intended
void-filling application.
Technical Requirements
The contractor shall submit the proposed mix design, manufacturer's recommended water
content range, working time, minimum and maximum placement thickness, placement method,
curing requirements, and temperature or environmental limitations. Mixing, pumping,
placement, and curing shall comply with the approved manufacturer's current written
instructions. Excess water shall not be added beyond the manufacturer's limits. The contractor
shall use equipment and procedures capable of maintaining a uniform, non-segregating mixture
and shall describe the method for confirming that the accessible voids have been filled.
Compliance and Product Submittals
Before placement, the contractor shall provide the proposed grout manufacturer's current
technical data sheet, Safety Data Sheet, installation instructions, mix design, and test data
demonstrating compliance with the specified standards and performance requirements.
Submittals shall include recommended water content, flow characteristics, working time,
placement-thickness limitations, documented compressive strengths, curing requirements, and
any applicable freeze-thaw or durability data. Product selection is subject to City review.
References to ASTM or other standards shall mean the current applicable edition unless
otherwise stated.
Site Visits
A pre-bid site visit is strongly encouraged. The project site may be visited Monday through
Friday from 7:30 AM to 4:00 PM. Bidders should coordinate with the Public Works Department.
Failure to inspect the site shall not relieve the contractor of responsibility for understanding site
conditions.
Site Access and Logistics
The contractor shall coordinate site access, deliveries, staging, pumping routes, work hours, and
protection of occupied areas with the Public Works Department. The proposal shall identify
anticipated access needs, equipment locations, utility requirements, material-handling
procedures, and measures for controlling dust, debris, noise, and disruptions. The contractor
shall maintain safe access, protect existing building components and operations, and comply
with the City's applicable insurance and bonding requirements.
Proposal Submission Requirements
Each proposal shall include the completed bid form; proposed grout product and mix design;
product data and compliance documentation; anticipated placement, pumping, slab-access,
venting, and verification methods; restoration approach; project schedule and duration;
relevant experience; comparable references; and identification of assumptions, exclusions, unit
prices, and allowances. Proposal documents shall be clearly organized and submitted in the
form and by the deadline stated in the City's solicitation notice and any addenda. Questions,
site-visit coordination, and addenda shall follow the procedures and dates established by the
City.
The City may evaluate proposals based on total price, technical compliance, completeness,
proposed approach, schedule, demonstrated experience, references, and the bidder's ability to
perform the work. The City reserves the right to request clarifications and to reject proposals
that do not meet the RFP requirements.
