*** Amendment 001** This amendment corrects the date for solicitation close out from January 07 2025 to January 7 2026. Additionally updates were made to Attachment 1 WWTP Performance Work Statement dated Nov 26 2025.
*** Amendment 002** This amendment adds a second date for the site visit from December 4th 2025 to December 4th and December 11th 2025. Individuals that are coming to the Site Visit on December 11th must contact the POCs by December 8th 2025.
*** Amendment 003** This amendment extends the solicitation close out date from January 07 2026 to January 15, 2026 at 10:00am MST.
*** Amendment 004** This amendment changes solicitation subfactors detailed on the Combo Solicitation attachment highlighted in yellow. Additionally, it adds the Site Visit sign in sheet and questions and answers attachment.
This acquisition is for non-personal services. The Vendor shall provide all management, tools, supplies, equipment, certified personnel and labor necessary to ensure Wastewater Treatment Plant (WWTP) services are performed at Cannon AFB, New Mexico, in accordance with all federal, state, and local laws. The Cannon AFB WWTP has a total capacity of approximately 1.5 million gallons per day (MGD). Service includes the operation, maintenance, inspection, and repair of all equipment at the WWTP in strict accordance with Performance Work Statement (PWS). Services include, but are not limited to, the following:
• Establishing a preventative maintenance inspection (PMI) program to include maintenance work, report submittal, and record maintenance.
• Performing sampling and laboratory analysis.
• Waste and effluent disposal.
• Perform sludge and grit disposal to maintain a clean and orderly site.
• Prepare all related correspondence and operating reports.
• Operating the WWTP IAW Cannon AFB's New Mexico Environment Department state-issued discharge permit.
• Visual inspection and calibration of flow meters to the Cannon AFB Golf Course Pond and North Playa Lake.
• Service is required 24 hours a day, seven (7) days per week.
• Services will be performed at the WWTP located on Cannon AFB, NM.
There are no unique requirements related to this service.
Contract vehicle available for this acquisition is a firm-fixed price contract.
The period of Performance will be:
• 01 Mar 2026- 28 Feb 2027 (base year)
• 01 Mar 2027 - 29 Feb 2028 (OY1)
• 01 Mar 2028- 28 Feb 2029 (OY2)
• 1 Mar 2029 - 31 Aug 2029 (6 Month extension of services if needed)
