The Meewasin Valley Authority in partnership with the Rural Municpality of Corman Park invites a consultant or consulting team to submit a proposal for Fred Heal Parking Improvements – pre-design, detailed design, tendering and project management. The project site is Fred Heal Canoe Launch, in the RM of Corman Park, Saskatchewan. The work includes the design and development of increased parking capacity at the site, including trailer parking and a loading zone, in support of public usage including a sandbar / beach and river access / canoe launch.
The proposed lead consultant must be a registered full member in good standing within their professional designation in the Province of Saskatchewan.

Named after Meewasin’s first Executive Director, Fred Heal, this 8.4-hectare recreational area provides opportunities for public river access along the South Saskatchewan River. It is located upstream of the Beaver Creek Conservation Area, 17km south of Saskatoon off Highway 219 and Municipal Road. It currently has a small parking lot and canoe launching point for public use. Adjacent sandbars are commonly used as a beach area in the summer months. The site is Crown land, managed by Meewasin. In recent years site use has increased substantially, putting strain on the existing parking lot of 9 stalls. This has caused an ongoing issue of informal parking on the sides of the access driveway and adjacent rural road, leading to unsafe conditions that restrict access for emergency vehicles and adjacent landowners.
A conceptual plan of an expanded parking lot was developed by Meewasin (Appendix B). This plan provides 62 vehicle stalls plus a drop-off and two pull in vehicle with trailer stalls, at the current parking lot location. Layout, location and size (including number of stalls) is open for further exploration and design development as part of this project.
