EDU Value-Added Analysis and Reporting

The purpose of this RFP is to solicit proposals for the preparation and hosting of value-added reports of student data as established by the State of Ohio. The Work will include collecting necessary data, calculating the value-added progress dimension, analyzing data, and generating and hosting identified reports.

Pursuant to Section 3302.021 of the Ohio Revised Code (R.C.), the Ohio Department of Education and Workforce (the Agency) is required to implement a value-added progress dimension for school districts and buildings. R.C. 3302.021(C) states, “The department shall use a system designed for collecting necessary data, calculating the value-added progress dimension, analyzing data, and generating reports, which system has been used previously by a nonprofit organization led by the Ohio business community for at least one year in the operation of a pilot program in cooperation with school districts to collect and report student achievement data via electronic means and to provide information to the districts regarding the academic performance of individual students, grade levels, school buildings, and the districts as a whole.” The law also requires the value-added progress dimension will be incorporated into the report cards and performance ratings issued for districts and buildings under R.C. 3302.03 .

Additionally, R.C. 3319.112 requires at least two measures of high-quality student data to be used as part of the State Board of Education’s teacher evaluation process. When applicable to the grade level or subject area taught by a teacher, high-quality student data must include the value-added progress dimension established under R.C. 3302.021 . Therefore, data compiled as part of this Work will be used for the described teacher evaluation process.
