The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N0002425R4405 for the execution of the USS IWO JIMA (LHD 7), planned for fiscal year 2026 (FY26) Selected Restricted Availabilities (SRA) on a Coast-Wide (East Coast) basis. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability.
USS IWO JIMA (LHD 7) FY26 SRA is anticipated to be 16 months, beginning in JUNE 2026 and completing in OCTOBER 2027. The approximate Availability duration will be specified in the solicitation
If the Navy issues a solicitation for this CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet.
The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial facilities, including dry dock pier and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization.
The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for "short term" availabilities (12 months or less) to the homeport, provided there is adequate competition. As the production period for the USS IWO JIMA availability is greater than 12 months, it will be competed on a coast-wide basis, without limiting the place of performance to the vessel's homeport.
The Navy will issue the solicitation electronically on https://piee.eb.mil and www.Sam.gov[MD1] . Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.Sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the Solicitation Module in PIEE and System for Award Management (SAM) to be eligible for award.
This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice.
The Government anticipates issuing a Firm-Fixed Price solicitation on or around 04 August 2025. All responsible sources may submit a proposal, which shall be considered by the agency.
USS IWO JIMA Ship Check
In preparation for the USS Iwo Jima (LHD 7) FY26 SRA, the Government will make the USS IWO JIMA available to potential Offerors for ship check prior to release of its Request for Proposals (RFP). The USS IWO JIMA (LHD 7) will be available for ship check from 21 July 2025 to 08 August 2025.
Please Note: The USS IWO JIMA will not be available for an additional ship check period after RFP release; however, a sister ship may be made available to potential Offerors for ship check after RFP release.
To schedule an early ship check, potential Offerors shall email a “Request for Ship Check” to Paul Kang, Contracting Officer, and Kevin Becker, Contract Specialist, at paul.k.kang.civ@us.navy.mil and kevin.r.becker2.civ@us.navy.mil, respectively. The Government will provide the planned Availability Work Package, Attachment J-1, to potential Offerors upon scheduling a ship check. Due to the ship location, additional information will be provided upon request.
