The City of Grande Prairie (the “City”), on behalf of the Grande Prairie Regional Emergency Partnership (GPREP) is requesting detailed submissions from qualified and experienced Proponents (the “Consultant”) to provide professional consulting services to complete a feasibility study and risk assessment regarding the potential use of spontaneous public volunteers and privately owned community resources during Grande Prairie Regional Emergency Partnership (GPREP) emergency activations.

GPREP is exploring opportunities to work with citizens, community organizations, agricultural producers, contractors, businesses, and other community members to supplement municipal resources during emergency and disaster situations.

GPREP intends to undertake this initiative using a phased approach:
1.        Phase 1 – Feasibility Analysis and Risk Assessment
2.        Phase 2 – Emergency Volunteer and Community Resource Framework
