NOTICE TO BIDDERS

Bid 25-047 Hemmens Cultural Center Roof Work

INVITATION TO BID

A. Bids will be received by City of Elgin(the Owner) up to the hour of 3:00 PM local prevailing time, on August 28, 2025, via the City of Elgin E-Bidding web site; for the following work:

Project: Roof Work - Hemmens Cultural Center - City of Elgin

B. Project Description:

1. Roof Type: Single Ply

2. Scope: Recover

4. Size: 25,920 s.f. (approximate)

5. Schedule:

a. Work is anticipated to occur in the Fall of 2025

C. Bids will be publicly opened, shortly thereafter, in the Purchasing office. Work will be let under one contract to the lowest responsible bidder.

Pre Bid conference

D. A pre bid conference will be held at the project site, Hemmens Cultural Center, 45 Symphony Way, Elgin, Illinois 60120; at 10:00 AM on August 19, 2025 .

1. Conference IS mandatory.

BID DOCUMENTS

E. A set of bid documents, in electronic form, may be obtained via the City of Elgin E-Bidding web site. Bidders must register on the site in order to download the bid documents, www.cityofelgin.ionwave.net. The specifications have been prepared by the Consultant, Interstate Roof Systems Consultants (IRSC)

1. Illinois Office: 707 Davis Road, Suite A-100, Elgin IL 60123, (847) 695-1460.

F. When requested by the Consultant, bidder to provide a completed AIA A305 (Contractor Qualification Statement) prior to receiving bid documents. Failure to provide requested information may be grounds for disqualification of the bid.

BID SECURITY and BONDS

G. Bid bonds ARE required.

1. When required each bid must be accompanied by a bid bond, or certified check made payable to the Owner, for an amount not less than 10% of the total amount of the bid. This is to serve as guarantee that the bidder, if awarded the contract, will furnish a satisfactory performance and payment bond, execute the contract and proceed with the work.

H. Performance and Payment bonds ARE required.

1. When required a 100% performance bond, and a Labor/Material payment bond are to be provided by the successful bidder, written by a surety approved by the Owner.

2. When required, Owner will pay for the bonds.

PREVAILING WAGES

I. Prevailing wages ARE required.

1. When required, not less than the prevailing wage shall be paid for labor on the work to be done as required by law.

BIDDER QUALIFICATIONS

J. No bid will be considered unless the bidder shall furnish evidence satisfactory to the Owner that he has the necessary facilities, abilities, experience and financial and physical resources available to fulfill the conditions of the Contract and execute the work, should the bidder be awarded the Contract.

AWARD OF BIDS

K. The Owner reserves the right to accept or reject any or all bids, waive any irregularities or technicalities in the bid, and award the project in a manner which best serves the interest of the Owner.
