Notice Type: Notice of Intent to Solicit Directly from Suppliers IAW. RFO FAR 12.201-1(2). This is a pre-solicitation notice, IAW RFO FAR 5.1.
Synopsis:
This is a special notice prepared in accordance with the Radical FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice.”
The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit this action as 100% Woman Owned Small Business (WOSB), firm-fixed-price supply contract directly to suppliers to procure custom built guardrail assays, per provided drawings/specifications.
The statutory authority for this 100% WOSB set aside solicitation directly to suppliers is the RFO FAR 19.107-2, (a) (1) and RFO FAR 12.201-1(2).
A SOLICITATION WILL NOT BE POSTED
The Government intends to proceed with this 100% WOSB set aside direct solicitation to suppliers. The NAICS code is 332999 – All Other Miscellaneous Fabricated Metal Product Manufacturing.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required supplies meeting the government’s need. If no affirmative written responses are received by 11:00 AM PST on 13 February 2026, the solicitation will be made directly to suppliers. Oral communications are not acceptable in response to this notice. A determination by the Government not to solicit this action on the System for Award Management (SAM.gov) is solely within the discretion of the Government, IAW RFO FAR 12.201-1(2). Electronic responses and questions shall be submitted via email to the contracting point of contact listed below. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
