This amendment is issued to add a map of the general location. The map shows the BLM administrative boundaries and land area. We don't expect to require 100% coverage of the area, but something that we can scale to provide coverage focused on BLM lands. We are interested in starting in Northwest Colorado but might expand out to cover more BLM lands over time. As a reminder, this is not a request for quotes. Although item #7 requests a high-level cost estimate, it is not mandatory and offerors do not need to include any cost estimate with their submission.

Request for Information (RFI) - Remote Wildland Fire Detection in Colorado

The Bureau of Land Management (BLM) Colorado is seeking information from vendors with expertise in remote wildland fire detection systems. This Request for Information (RFI) aims to gather details on available technologies, solutions, and services that can effectively monitor, detect, and provide early warnings for wildland fires in Colorado.

This RFI does not constitute a request for quotes, proposals, or bids; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. Responses to this announcement are for planning purposes only. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

The results of this market research will contribute to the development of the requirement and guide acquisition decision-making. Information received will be used in determining the potential levels of interest, market maturity and technical capabilities within the large and small business communities to provide the required capabilities.

To assist the contracting office in deciding the level of participation by small business in any subsequent procurement that may result from this RFI, small businesses in particular are encouraged to provide information about your company's areas of expertise and how it would meet the requirements contained in this RFI.

There is no page limit for responses but please keep it to a reasonable length. We would prefer responses be less than 20 pages double sided including graphics or charts. The response must be in sufficient detail and clarity to provide the information needed to assess your company's ability to provide a solution. Please include your company SAM UEI number. All vendors doing business with BLM must be registered in SAM.gov when a quote is submitted. SAM is a government website and registration is free.

The North American Industry Classification System (NAICS) Code we believe this acquisition falls under is 334290 'Fire detection and alarm systems manufacturing', which has a small business size standard of 800 employees. If you feel the NAICS is incorrect or a different one would be more appropriate please include that with your submission.

A draft Scope of Work is below. This is all the information we have at this time, there are no attachments and we are unable to answer specific questions about the requirement. Introduction

The Bureau of Land Management Colorado is seeking information from vendors with expertise in remote wildland fire detection systems. This RFI aims to gather details on available technologies, solutions, and services that can effectively monitor, detect, and provide early warnings for wildland fires in Colorado.

Objective

To identify potential vendors who can offer innovative and reliable solutions for remote detection and alert for new wildland fires, as well as real-time monitoring of existing wildland fires with potential for data analysis to aid with predictive modeling and response planning.

Scope of Work

Vendors are requested to provide information on the following:

1.        Technology Overview
Description of fire detection technologies (e.g., satellite, drone, ground-based sensors).
Key features and functionalities.
Comparative advantages of the proposed technologies.

2.        System Capabilities
Real-time monitoring capabilities.
Accuracy and responsiveness in fire detection.

Interoperability with responders from multiple jurisdictions.

3.        Site Specifications
Requirements for the deployment sites (e.g., power requirements, data connectivity, infrastructure requirements, etc.).
Recommended distance and placement for optimal coverage and effectiveness.

4.        Data Management and Reporting
Capabilities for data collection, storage, and analysis.
Reporting features for fire incidents, including alerts and notifications.

5.        Implementation and Support
Overview of the installation process and timeline.
Support and maintenance services offered post-implementation.

6.        Performance and Reliability
Accuracy and responsiveness of the detection system.
Case studies or references from similar deployments.

7.        Cost Estimates
High-level cost structure for equipment, installation, and ongoing maintenance.
