    Barrow County School System is soliciting an RFP for
    temporary physical labor personnel.
    The objective of this RFP is to locate source options that will provide quality
    services.
    Only qualified individuals or firms with prior experience on projects such as
    this should submit options in response to this request. References are
    required.
    This contract term will be 12 months with the option to extend it to 36 months.
    Proposals will be received by Judy Roberts via email only until 11:30 a.m. local time, on
    9/03/2026. Proposals must be sent to jroberts@barrow.k12.ga.us and should include
    the words <TEMP SERVICES 2027= in the subject line.
    Emailed proposals will only be deemed accepted for consideration upon delivery of a
    confirmation email from jroberts@barrow.k12.ga.us to vendor9s email indicating receipt
    of proposal. If vendor does not receive confirmation of receipt of proposal via email,
    vendor should consider proposal not to have been delivered.

    General Terms and Conditions
    RFP should be emailed in ample time to ensure delivery before the bid opening date and time.
    RFP may be emailed prior to opening time.
    If a mistake is discovered after the responses are received, the Barrow County School System
    may allow the respondent to withdraw the entire response.
    No awards of any kind are made at the time of the RFP opening. A copy of the
    tabulations and/or the awards will be available upon request after the RFP has been awarded.
    Temporary personnel shall be employed by the Agency. The Agency shall be responsible for all.
    payroll taxes, workers' compensation, payroll reports, applicable insurances, and other employer
    federal and state requirements for temporary personnel.
    Temporary personnel supplied by the Agency must meet minimum qualifications as specified by
    BCSS and have a clean driving record and hold all required licenses.
    The normal working hours for temporary personnel are 4:00a.m.to 4:00p.m., Monday through
    Friday. Weekend work will occasionally be required. An 8-hour day within this range.
    The Agency shall assign a single point of contact to coordinate and assist in any employment
    requests, availability, scheduling, billing, contract compliance requirements, reports and problem
    solving.
    The Agency will be given 24 hours to confirm availability of a seasonal temporary worker to fill the
    request.
    The Agency will be paid based on invoices submitted. Invoices shall be submitted by the Agency to the
    Barrow County School System on a weekly basis. The invoices should include the employee's name,
    dates, hours worked, purchase order number, and the hourly bill rate and pay rate.
    Temporary personnel will be required to undergo a criminal history background check. The Agency shall
    ensure that any agency9s employees providing services at Barrow County Schools have a criminal history
    background check. The Agency shall be responsible for all costs associated with the criminal history and
    drug tests.

    The Agency must offer a benefits package for their temporary personnel. Documentation of these
    benefits must be included with the proposal response.
    Each submitting company shall have been in business for five or more years.
    At which time, the district may choose to continue the RFP price with the awarded company for up to an
    additional two years up to a total of 36 months.
    Prices will remain firm for the duration of the time period. No mileage charge will be allowed in the
    term of the quote period.
    The awarded company should have prior experience with educational staffing, providing (3) references.
    One reference must include a school system of similar size to BCSS.
    Preference will be given to companies that have had an established local presence within 25 miles for
    the past 36 months.

    Cost: Cost will calculate using a weighted Formula using the percent markup as listed on the Proposal

    Ability to Provide Qualified Temporary Services: The service provider management plan will be
    evaluated in order for the selection committee to observe the manner by which the firm plans to
    assimilate the contract within their organizational structure as well as how the firm propose to manage
    the account: 30 Points.
    Benefits Package: 10 Points
    Response to Specification: Ability to Meet Requirements: The selection committee will Evaluate each
    firm9s ability to meet requirements set forth in the proposal. 15 Points
    References: The selection committee will contact references provided by the firm and evaluate. 15

    GRAND TOTAL ALL PHASE 100 POINTS Based upon the final scores, BCSS reserves the right to negotiate
    with the selected firm(s) for rates and concessions that is in the best interest of BCSS.
    If negotiations with the highest ranked firm(s) are unsuccessful, BCSS may negotiate with the second
    ranked firm and so on until a satisfactory agreement has been reached and then awarded by the BCSS.
    A local vendor shall be given ten (10) additional points, when all other factors are equal, and their
    pricing is within a reasonable percentage of the lowest proposal. <Local= for the purposes of this
    solicitation, shall mean a provider with a recognized physical point-of-sale within 25 miles of Barrow
    County, Georgia

    or price in the prospective contract; or any discussion between bidders and any official of Barrow
    County Schools, or any of its employees concerning exchange of money or other things of value for
    special consideration in submitting a sealed bid for:

    Insurance
    Prior to the commencement of work, the Vendor shall furnish the Owner with a Certificate of Insurance showing
    compliance with the following limitations:
    The Vendor shall maintain such insurance (with limits as shown below) as shall protect the Vendor and the
    Owner from any claims for property damage or personal injury, including death, which may arise out of
    operations under this contract, and the proposer shall furnish the Owner certificates and policies of such
    insurance as shown below. Insurance coverage shall be maintained until the work has been completed by the
    Vendor.
    Below are listed the insurance coverage which must be procured by the Vendor at his expense. The Vendor
    agrees to follow instructions indicated in each case.
    Workers Compensation (WC): Statutory Limits 4 required in all contracts
    Bodily injury by Accident 4 each employee $100,000
    Bodily injury by Disease 4-each employee $100,000
    Bodily injury by Disease 4 policy limit | $500,000
    Commercial General Liability (CGL):

    Additional Insured: The vendor shall add the <Barrow County Board of Education= as an additional
    insured under the commercial general liability policy. This will need to be noted in the description area
    of the certificate and/or checked off in the additional insured column.

    CONTRACTOR AFFIDAVIT AND AGREEMENT
    By executing this affidavit, the undersigned contractor verifies its compliance with O.C.G.A. 13-10- 91,
    stating affirmatively that the individual, firm, or corporation which is contracting with Barrow County
    Schools has registered with and is participating in a federal work authorization program* [any of the
    electronic verification of work authorization programs operated by the United States Department of
    Homeland Security or any equivalent federal work authorization program operated by the United States
    Department of Homeland Security to verify information of newly hired employees, pursuant to the
    Immigration Reform and Control Act of 1986 (IRCA), P.L. 99-603], in accordance with the applicability
    provisions and deadlines established in O.C.G.A. 13-10-91. The undersigned further agrees that, should
    it employ or contract with any subcontractor(s) in connection with the physical performance of services
    pursuant to this contract with Barrow County Schools, contractor will secure from such subcontractor(s)
    similar verification of compliance with O.C.G.A. 13-10-91 on the Subcontractor Affidavit provided in Rule
    300-10-01-.08 or substantially similar form. Contractor further agrees to maintain records of such
    compliance and provides a copy of each such verification to Barrow County Schools at the time the
    subcontractor(s) is retained to perform such service.
