Project Description: The Unified Police Department of Greater Salt Lake (UPD) is soliciting bids for the purchase of Colt M4 EPR Carbine Rifles. The purpose of this bid is to purchase forty (40) Colt M4 EPR Carbine Rifles immediately, with the option to purchase additional Colt M4 EPR Carbine Rifles and accessories on an as needed basis.
The contract will be awarded to the most responsive, responsible vendor(s) submitting the lowest bids for the Colt M4 Carbine Rifles listed in Exhibit A as well as shipping and handling. The Unified Police Department may reject any or all bids if it is deemed to be in the best interest of the Unified Police Department.
After award, the first initial order must be delivered to the Unified Police Department by February 1, 2026, unless it is agreed upon in writing by both parties.
The contract resulting from this solicitation will become effective on the date of execution for a term of five (5) years and may be renewed for (2) additional one-year terms. Renewals will be initiated at the sole discretion of the Unified Police Department and completed in writing with mutual consent.
Applications must include:
• A cover letter: The bid shall have a cover letter indicating the business firm’s willingness to enter into an agreement with Unified Police Department. An officer of the company who has the authority to commit their firm to the proposed project must sign this letter. Bids will include the full name, legal status (corporation, state of incorporation, partnership, proprietorship, etc.), business address of the Offeror, email address, and telephone number. The bid must be signed in ink by a principal of the business who is authorized to execute the contract. The name of the principal and his/her business title will be included in the signature element in either type or print.
• Exhibit A including all prices, fees, and required documentation.
Written questions shall be submitted electronically through Bonfire, the State of Utah’s Purchasing Platform, by the due date and time posted. Changes to the specifications will be released in an addendum to the “Invitation for Bid.” If a vendor does not have Bonfire, they may email questions to awatrous@unifiedpoliceut.gov. Emailed questions will also be posted on Bonfire by UPD, with the answer, so that all vendors can see all questions and answers. Questions will not be accepted after Wednesday, November 26th, 2025, at noon MST.
Bids may be submitted via the State of Utah’s Purchasing Platform, Bonfire, by Monday, December 1, 2025, at 4:00 p.m. MST. Attachment A: Fees must be attached separately. Hard copies will not be accepted. No responses will be accepted after the closing date and time.
