Addenda: 0
Release Date: 12/15/2025
Due Date: 1/9/2026
The Cecil County Department of Emergency Services is issuing a Request for Proposal to interested and qualified applicants to provide independent third-party evaluation services. The Cecil County Department of Emergency Services (CCDES) provides Public Safety Answering Point (PSAP) services, emergency medical services, emergency management and disaster coordination, responder training and education, public safety education, coordination of fire and rescue services, and mitigation of emergency situations to over 104,000 residents, visitors, and businesses. The emergency services consist of 3 CCDES stations, 9 volunteer fire and rescue companies and 1 federal fire company.
The third-party evaluation is solicited to produce an assessment and a review of the operational, management and administrative practices governing all emergency services partners. The final report will provide detailed information resulting in recommendations for a structured master plan, intended to achieve sustainability and prepare the emergency services in Cecil County for future needs. The recommendations will be based on national best-practices, as well as relevant local and regional operating procedures.
