The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Office of Technical Directors in Alaska has a requirement for delivery and installation of two (2) cold climate air-to-air heat pumps at the Permafrost Tunnel shed in Fairbanks, Alaska as part of a research project to assess use of heat pumps in cold regions. At the end of the project, approximately 1 year after the completed install, the system shall be decommissioned and uninstalled by the Contractor.

Quotes shall be presented assuming a firm fixed price award where the contractor shall cover the necessary price to deliver two (2) independent air-to-air heat pumps including installation services capable of providing heat during winter months (December, January, and February). The basis for award will be an acceptable proposal, the price of which may not be the lowest. The Government’s determination of what represents the best value for this requirement shall be based on the Government’s confidence that the services quoted meet the following: 1) technical capability to provide the requested supplies/services, as outlined in the Description of Requirement (DOR); 2) Proposed delivery schedule, and 3) Price.
