VETERANS PARK PARKING LOT PROJECT
BID DUE DATE: April 30, 2026 AT 2:00 PM
NOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City)
until 2:00 PM, Local Time, April 30, 2026 to provide a Veterans Park Parking Lot.
PROJECT OVERVIEW:
Installation of a pervious stone paver parking lot at the Splash Pad Amphitheater, in compliance
with SWFWMD pervious surface permitting and Local LID stormwater criteria. The lot will
provide ADA-compliant parking, two EV spaces, and integrate rain gardens, bioswales, and
native vegetation to manage stormwater and enhance habitat. Native hardwoods (Live Oaks,
Cabbage Palms) will be planted strategically to provide shade over vehicle areas as canopies
develop over time. Accent and cosmetic plantings, pedestrian footpath lighting, parking lot
lighting, and full paver striping with car stoppers are included. ADA sidewalk tie-ins will
coordinate with amphitheater sidewalk plans. The split-lane entrance will feature a centered
park sign plumbed for electric service. All design, layout, and landscaping shall strictly adhere
to the Planning Department approved artist rendering.
SCOPE OF WORK
Scope Includes:
This SOW covers all engineered plans, materials, construction, labor, and all other costs
for finished products to deliver a fully functional and operational pervious parking lot,
including stormwater features, landscaping, lighting, ADA compliance, EV parking, traffic
control, and park signage.
1. Site Preparation & Subgrade, the following is for reference in regards
Excavate 8–13”, protect subgrade to maintain infiltration, and place high-flow geotextile
fabric under the stone base.
2. Aggregate Base & Filter Layer
Install 12–24” ASTM No. 2 or 57 stone, topped with 2” ASTM No. 8 stone, or similar.
3. Permeable Pavers & Edge Restraints

Install ASTM C936 pavers, fill joints with No. 8 stone, compact, and install permanent edge
restraints, or similar.
4. Stormwater / Rain Gardens / Bioswales
Collect overflow from pavers. Plant native hardwoods, palms, and accent vegetation for
ecological function, shade, and aesthetics. Include educational signage.
5. Traffic, ADA, & EV Parking
Full paver striping, car stoppers, ADA-compliant tie-ins (coordinated with amphitheater), two
EV spaces, and pedestrian footpath lighting.
6. Parking Lot & Entrance
Split-lane entrance with centered park sign plumbed for electric, parking lot lighting installed
throughout. Cement apron entering and exiting onto street.
7. Maintenance & Performance
Post-construction cleaning, initial infiltration testing, and erosion control measures. Lot
designed to support high traffic and heavy vehicles.

PART I GENERAL INFORMATION
1.1. PURPOSE
The City of Dade City is seeking qualified firms and to establish a firm fixed price to ensure that
the City is always receiving the most economical service costs while maximizing the quality and
level of service. A contract/agreement resulting from this RFP shall be subject to the terms
and conditions set forth in a City Contract and any terms and conditions included in this RFP.
The City reserves the right to include in any contract document such terms and conditions, as
it deems necessary for the proper protection of the rights of the City. The City will not be
obligated to sign any contracts, agreements or other documents provided by the Contractor(s)
with their submittal.
