Summary

STATEMENT OF PURPOSE

The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide Construction Management & Inspection Services for the Bryte Park Master Plan Implementation Project. More details on the City's needs for this work are provided in the Scope of Work .

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and nearly 500 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.

ADA upgrades at Bryte Park are required to be completed by 2025 per the City's ADA Settlement. Additionally, continued implementation of the Bryte Park Master Plan was identified as a high priority project in the 2019 Parks, Recreation and Open Space Master Plan and as a high priority Management Agenda item in the City's 2019 Strategic Plan. Based on recent proposed refinements to the Bryte Park Master Plan and updated cost estimates to complete the balance of the site improvements, the total project cost is estimated at over $62 million. The improvements proposed include addressing the ADA improvements required, as well as add new recreation features identified in the Bryte Park Master Plan, including: a new all-weather soccer field with lighting; three adult natural grass and lighted softball fields with fencing and dugouts, natural grass lighted soccer fields; a new community building; new maintenance building; prefabricated restrooms and concession stands; a new dog park; a new restroom to replace the existing restroom on Todhunter; renovation of the existing tennis courts to include lighting and fencing to serve both students and the public; walking paths with age-friendly features located around and within the park site; improved parking along Riverbank Road; and a new community pool. Based on the actual costs of constructing the improvements, a splash pad component may also be considered. The estimated cost for the ADA improvements is $1.8 million, but staff recommends the use of the Riverview Settlement Funds in the amount of $2.6 million for a portion of the improvements, $3 million of Measure N funds, $3.2 million in PIF, $1.8 million in General Fund, along with nearly $17.5 million in grant funding received from combination of State, Federal, and tribal entities. In addition, staff is currently working to obtain additional project funding.

Based on existing ADA litigation requirements, improvements must be made to Bryte Park to meet the litigation requirements by 2025. Additionally, Bryte Park Master Plan implementation was identified as a high priority project in the 2019 Parks, Recreation and Open Space Master Plan and as a high priority Management Agenda item in the City's 2019 Strategic Plan. Staff continues to pursue grant funding to leverage resources and expand the project scope to include additional park improvements that further implement the Bryte Park Master Plan. At this time, funding is being requested to cover the required ADA improvements and the next phase of recreation improvements consistent with the Bryte Park Master Plan.

The purpose of the City issuing this solicitation is to retain a qualified consultant as the resident Construction Manager (CM) for the Bryte Park Master Plan Implementation Project.
