1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S.
Department of Energy (DOE) owned Idaho National Laboratory (INL), is preparing a solicitation
in support the NASA Fission Surface Power program. This solicitation targets development and
testing of a Technical Demonstration Unit (TDU) to support technology maturation, and risk
reduction.
The FSP‐TDU is intended to be a non‐nuclear, electrically heated system that will demonstrate
the feasibility, functionality, and performance of integrated subsystems in a representative
environment to advance relevant technology elements for the Fission Surface Power (FSP)
program. The FSP‐TDU is intended to represent a flight system (FSP‐FS), but utilizing flightrelevant
materials and processes where possible. This TDU is intended to be tested at NASAGlenn
Research Center. The integrated subsystem test will produce the functional and
performance data used to inform the technical risk of the FSP project.
INL, in coordination with NASA, intends to host an open information virtual session related to

2. BACKGROUND
This pre‐solicitation notice is not a request for bid. A follow‐on notice will be provided with a
Request For Proposals (RFP), and will include proposal details and TDU requirements. This presolicitation
notice is intended to generate interest for potential industry partners, and allow
interested parties time to prepare for the formal RFP request
