JOB ORDER CONTRACT – Construction, Region C (DE, MD, VA, WV)



The U.S. Army Contracting Command – New Jersey (ACC-NJ) is issuing this sources sought as a means of conducting market research to identify potential sources having an interest and industry capabilities to support the 99th Readiness Division (RD) for a Job Order Contract (JOC) for facilities construction, maintenance and repair in Region C, which consists of the following states: Delaware, Maryland, Virginia, and West Virginia. Reference the DRAFT Specifications of Work (SOW) document attached to this notice for the detailed requirement.



PROGRAM BACKGROUND



The 99th RD has a requirement for Region C that requires facilities construction, maintenance and repair. The Contractor shall be required to provide labor, supervision, property maintenance and repairs of reserve facilities in Region C. The anticipated period of performance for this requirement is five (5), 12-month Ordering Periods. In accordance with Federal Acquisition Regulation (FAR) 36.204, Disclosure of the magnitude of construction projects, the estimated price range for this requirement is: More than $10,000,000.



The results of this market research will contribute to determining the method of procurement, if/when a requirement materializes. This requirement is anticipated to be set aside 100% for small businesses in the 8(a) program, on a competitive basis. Multiple awards are expected to be made as a result of a Request for Proposal (RFP), if/when posted. The anticipated [up to] number of Awards will likely be determined by the outcome of this sources sought and resultant market research. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.



The applicable NAICS code for this requirement is 236220, “Commercial and Institutional Building Construction,” with a Small Business Size Standard of $45M. The Product Service Code (PSC) is Z1AA, “Maintenance of Office Buildings.”



If/when a RFP is posted, it is anticipated that the RFP, as well as any subsequent amendments, will be available at the Procurement Integrated Enterprise Environment (PIEE), Solicitation Module. A direct link to the RFP (on PIEE) will also be posted on System for Award Management (SAM), https://sam.gov, under the corresponding Notice ID. The anticipated RFP will specify the actual date and time for receipt of proposals, if/when it is posted. Offerors will be required to be registered in SAM at the time an offer or quotation is submitted.

The intent of this Sources Sought is to assess the ability of small businesses within the 8(a) program, to meet the Government’s requirement for facility construction, maintenance and repairs, in support of the 99th RD, Region C.



Your response to this Sources Sought, including any capabilities statement, shall be submitted via email to Contract Specialist, Christopher J. Naylor (christopher.j.naylor.civ@army.mil), Contract Specialist, Nancy M. Zeng (nancy.m.zeng.civ@army.mil) and Contracting Officer, Amber Mears (amber.l.mears.civ@army.mil) in either a Microsoft Word Document or Portable Document Format (PDF), no later than 10:00am EST on 04 March2025 and reference this Notice ID in subject line of email and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

3) List of previous contracts for similar type of construction requirement(s) and/or any experience on previous Construction JOC(s).



4) Provide the following:




  1. SBA 8(a) Program Certification(s)

  2. 8(a) certification expiration date



5) Verify the following:




  1. Ability to meet bonding capability for the requirement

  2. Ability to provide manpower capabilities to complete multiple projects simultaneously

  3. Capability/Availability to use R.S. Means and obtain a copy of the most current version(s) of R.S. Means.
