Description

The U.S. Army Corps of Engineers (USACE) is conducting market research to assess industry interest and availability for upcoming Power Generation and Microgrid projects at the following locations and anticipated timelines:




  • USAG Ansbach (Storck Barracks), Germany: FY 2026

  • USAG Ansbach (Katterbach / Bismarck), Germany: FY 2027

  • Zutendaal, Belgium: FY 2027

  • USAG Benelux Chievres Air Base, Belgium: FY 2028



These projects will involve the construction of microgrids incorporating a range of scope elements, including (but not limited to): diesel generators, natural gas lines, information and communication systems, microgrid systems, switchgear, photovoltaic systems, centralized generation with controls, electrical/telecommunication duct banks, and peak shaving control systems. Projects of similar size will include new construction diesel generation systems handling loads of 0.5 – 2.5MW.



We are tentatively planning a Programmatic Industry Day event in late October/early November 2025. The focus of this event is to discuss the Energy Resilience and Conservation Investment Program (ERCIP) at a high level and provide industry an opportunity to ask questions and identify potential teaming partners. The Government intends to hold separate site visits for each project following each RFP release.

Please state any general topics of interest or concern pertaining to ERCIP and/or military construction contracting with USACE/Army/DoD. We may or may not use these responses to inform a Programmatic Industry Day agenda.



Additionally, Responses should include:




  1. Identification and verification of the company’s small business status.

  2. Contractor’s Unique Entity Identifier Number and CAGE Code(s).

  3. Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits.

  4. Capability statement.

  5. Descriptions of Experience – Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Example projects must be of similar size and scope.






  1. Projects similar in scope shall include construction of a microgrid demonstrating at least three (3) of the following scope elements:




  1. Natural gas (NG) centralized generators

  2. Installation of natural gas lines

  3. Information and Communication Systems

  4. Installation and Commissioning of Microgrid systems

  5. Installation of necessary breakers and switchgear

  6. Installation of Photovoltaic systems

  7. Installation of centralized generation to provide power to multiple buildings with controls

  8. Installation of electrical and telecommunication duct bank and controls for Microgrids

  9. Implementation of control systems for electrical peak shaving



b. Projects similar in size to this project include:



Construction of projects for new construction natural gas generation systems which meets or exceeds the following size elements:




  • Installation and construction of propane generators able to handle loads of .5 – 2.5MW



c. Based on the information above, for each project submitted, include:






    1. Current percentage of construction complete and the date when it was or will be completed.

    2. Scope of the project.

    3. Size of the project.

    4. The dollar value of the construction contract and whether it was design/bid/build or design-build.

    5. The percentage of work that was self-performed as project and/or construction management services or physical construction type work.

    6. Identify the number of subcontractors by construction trade utilized for each project.
