This synopsis is hereby issued in accordance with FAR 5.201. The Defense Health Agency, Western Markets Contracting Division hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Priced purchase order on a noncompetitive basis to UTECH PRODUCTS INC under the authority of FAR 13.106-1(b); Only one source capable of meeting the Government's requirement. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions under FAR Part 13 apply.

The work will be performed at the Naval Medical Center San Diego, CA. The period of performance is 01 March 2025 to 29 February 2028. UTECH PRODUCTS INC will be tasked to provide service maintenance agreement (SMA) for the Endo Vault (EndoSoft ©) endoscopic documentation and IMPAX system. This SMA will maintain the Endo Vault software and hardware system with updates and technical support so that endoscopic procedures can continued to be performed at Naval Medical Center San Diego in the Combined Endoscopy Center and throughout the hospital including the departments of Pulmonology and Pediatrics. Endo Vault (EndoSoft ©) product is a complex hardware/software system used throughout the hospital. The system as Authority to Operate (ATO) thus the software resides on the NMCSD network. The SMA must include a) 24/7 technical support to immediately address problems that are impacting functionality of the system (image/capture/storage/retrieval and report writing/storage/retrieval), b) technical support during working hours to field technical question regarding functionality and operation of the program and c) serve as technical support through direct interaction with IT department to address issues above end user. The SMA shall also include free upgrades as newer versions of Endo Vault (EndoSoft ©) are available.

The applicable PSC is DA10. The applicable NAICS Code is 541519 and the size standard is $34.0 (million).

This is not a request for quotes. Any interested party that believes it is capable of meeting the requirement described herein may identify their interest and capabilities in response to this synopsis. Responses must be submitted in writing via email no later than 4:00PM PDT on 24 February 2025. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
