23-1745 - Mail Screening Equipment

OBJECTIVE

The City of Calgary has a business need to replace the current mail screening equipment with new improved technology that meets current and anticipated business and security requirements. This in turn is expected to mitigate a number of risks and provide a number of benefits to the organization.

BACKGROUND

The City of Calgary has a mandate to manage threats, risks and vulnerabilities, which include, among other things, mail security handling and screening. Excluding inappropriate communications /threatening content letters (which have a higher number of incident occurrence), threats originating through the mail are low in frequency but have potentially high impact to the organization and a number of associates.

As a result of a comprehensive Threat Risk Assessment (TRA), it was determined that technology used to screen mail for a variety of threats at the City of Calgary is outdated. Out of 9 threats assessed, the screening technology currently used by the City can only detect and identify 3 of them. TRA recommended that consideration should be given to technology detection systems that detect a larger number of mail borne threats.
