Description

To improve current efforts at NOAA’s National Integrated Drought Information System’s (NIDIS) on drought early warning and preparedness, there is a need to improve the integration of drought impact information into both drought monitoring and risk communication. This performance work statement includes three tasks to address these needs: (1) Organize and implement a workshop on Drought Risk Communication, (2) Conduct an Assessment of Drought Impacts and, (3) Provide guidance and content to improve the communication by NIDIS of drought impacts and risk for the U.S. Drought Portal, the regional Drought Early Warning Systems (DEWS) networks, and drought planning efforts.



This contract was awarded on the basis of other than full and open competition per Federal Acquisition Regulation (FAR) 13.501(a). The contracting officer has determined the following circumstances justify the use of a sole source as supported below: Only one source - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
