INTENT TO SOLE SOURCE – INTEGRATED SECURITY TECHNOLOGIES
THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a firm-fixed-price (FFP) contract to Integrated Security Technologies (IST), on a sole source basis, for services to install, calibrate, test and provide Life Cycle Support for an Automated Access Control System (AACS) within Norfolk Naval Shipyard (NNSY), Building 297, utilizing the statutory authority under 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.5 – Simplified Procedures for Certain Commercial Products and Commercial Services. NNSY will solicit and negotiate directly with Integrated Security Technologies. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. However, all responsible sources may submit a capability statement which will be considered by the agency. The capability statement must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will not pay for any information that is received. Any information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No other bids will be accepted. No other manufacturers will be considered.

Integrated Security Technologies (IST) has unique knowledge of the existing systems/infrastructure and security posture maintained via the NNSY Automated Access Control System (ACCS). Maintaining system architectural consistency is required. As the original installer has intimate knowledge of the system, and as the original installer and dealer of record assigned by the manufacturer (TYCO SoftwareHouse), IST has proprietary rights to technical data IRT the maintenance and repair of the SoftwareHouse CCure 9000 Automated Access Control System (AACS) installed at Norfolk Naval Shipyard (NNSY). IST currently provides warranty services on the existing AACS CAC badge readers. NNSY has an established maintenance contract with IST. Equipment installed by IST during the contract period will be additionally covered under the existing maintenance contract. SoftwareHouse CCure 9000 Automated Access Control System (AACS) is the sole approved access control system for NNSY permitted to reside on the Shipyard Local Area Network (SYLAN).
