Occupational Accident Insurance Plan for Locally Employed Staff at the U.S. Embassy Oslo, Norway



The U.S. Embassy in Oslo, Norway intends to issue a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract during the third quarter of calendar year 2025.



The solicitation package will be placed on www.sam.gov in mid-April.



The successful contractor shall provide competitive proposals for a new occupational accident insurance plan for Locally Employed Staff (LE Staff). This policy will cover different groups of staff members against accidents on the job and on the way to and from work. The insurance shall cover employees for medical expenses and continuation of pay up to the ceiling set by Norwegian Law. Law (adjusted annually) as required by the Norwegian Law on Occupational Accidents of Jan 1, 1990, and its amendments.



The contract’s period of performance is set to begin on July 1, 2025, and last 12 months, with three (3) additional option year periods.



A pre-proposal conference is tentatively scheduled for late April/May 2025. Companies interested in the solicitation shall express their interest by written correspondence to the attention of OsloGSOProcurement@state.gov no later than April 23, 2025, using the solicitation number 19N06025Q0003 in the subject line.



DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Unique Entity Identifier (Former Dun’s #), Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm.



Firms shall be knowledgeable in written and spoken English.



In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Norway:



a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration.



b. Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and



c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.



You will be required to provide information that clearly shows you are able to perform work in Norway.



Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).



Registration in the US System for Award Management (SAM) database is mandatory to be considered for award. Solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being competed utilizing full and open competition procedures.
